Upon verification of vehicle <br />information, the QA Tower Monitor enters the debris <br />load type and percent full. A load ticket is then printed <br />for the vehicle driver and, simultaneously, the <br />HaulPass™ is erased with the exception of the <br />contractor certification information, The HaulPass™ is <br />then returned to the debris contractor driver for use on <br />the next load. <br /> <br /> <br />This approach entirely <br />eliminates manual <br />data entry of paper <br />load tickets and data <br />entry into a database <br />and provides "real- <br />time" reporting, <br />mapping, data <br />management, and <br />auditing. <br /> <br />Once the debris <br />disposal site has <br />closed operations for the day, the data gathered from <br />the QA Tower Monitor PDA is uploaded to the Event <br />Manager application, which provides graphical and <br />tabular reporting of the day's events. If cell phone <br />service is available, the data is sent at regular intervals <br />for near real-time reporting, <br /> <br />The Event Manager application is designed to fully <br />automate many of the paper-based time intensive <br />processes required to maintain debris record keeping <br />and accounting operations. The HaulPass™ system is a <br />distributed suite of applications designed to perform as <br />a central office data repository enabling new and/or <br />revised information to be distributed to various <br />agencies, contractors, or the public. The Event <br /> <br />M903301 / WHI <br /> <br />~ <br /> <br />Manager has been designed from the ground up as a <br />web based application and therefore can be made <br />available to any hardware platform capable of running <br />Microsoft Internet Explorer browser, Access to the <br />system is rigidly controlled thru role based security, <br />Data encryption algorithms are used at numerous <br />places throughout the application to protect sensitive <br />data. <br /> <br />The Event Manager delivers various tabular reports <br />such as daily debris volume totals, number of Load <br />Tickets produced, volume of debris hauled by <br />contractors, and total volume delivered to the disposal <br />site. <br /> <br />The Event Manager application is also a map based GIS <br />application. GIS provides the user with the ability to <br />interact with load tickets, debris sites, contractors, field <br />QAs, etc. on a geographic basis. For example, one layer <br />in the GIS presents all debris sites, another presents all <br />load tickets, and a third layer is capable of displaying <br />loads by contractor and subcontractor. Each of these <br />layers has associated map-based and tabular reports <br />attached to it to ..----- <br />.. -.... ------- ...- ~ <br />enable the user to <br />make decisions <br />with respect to <br />contractor <br />deployments, <br />completeness of <br />debris pick-up, and <br />other similar uses. <br /> <br /> <br />,- <br /> <br />I~ <br /> <br />The HaulPass™ system was designed to capture data as <br />required by FEMA guidance documents to ensure <br />maximum reimbursement for the applicant.
