Utilizing paper load tickets <br />creates countless delays due to invoice reconciliation, <br />data entry, QA!QC of data entry, among other issues. <br /> <br />An alternative <br /> <br />~ <br /> <br />approach to the <br />traditional paper load <br />ticket system is the use <br />of Malcolm Pirnie's <br />HaulPass™ system (a Smart Card data capture and <br />management system). The system is activated upon <br />notice to proceed and, depending upon the magnitude <br />of the event. is completely operational in less than 30 <br />days. Once the system is fully deployed, the paper load <br />ticket becomes the "backup" process only, The <br />HaulPass™ approach utilizes a credit card size plastic <br />card that has a small programmable memory chip. <br />When a debris contractor vehicle is certified, the <br />vehicle driver is issued a HaulPass™ card with the <br />vehicle certification number (i.e., the placard number) <br />embedded and encrypted on the HaulPass™ card. The <br />debris contractor is responsible for their HaulPass™ <br />and if lost or damaged, is required to be recertified to <br />receive a new card. Our HaulPass™ system exceeds the <br />requirements of FEMA Guidance 325. <br /> <br />The debris load site monitor (i.e., QA Field Monitor) is <br />issued a unique identification number which is <br />embedded and encrypted on their Smart Card (QA <br />Monitor Card), as well as a GPS enabled Personal Digital <br />Assistant (PDA) cradled in a Smart Card reader. The QA <br />Field Monitor would use his/her card to sign-in to the <br />PDA each morning. <br /> <br />In addition, each debris disposal site is equipped with a <br />printer and PDA. The PDA has a Smart Card reader <br /> <br />M903301 / WHI <br /> <br />~ <br /> <br />which reads the HaulPass™ and prints hard copies of <br />the debris load ticket for the vehicle driver, debris <br />contractor, and the City. Each debris site monitor (QA <br />Tower Monitor) will also be issued a unique <br />identification number which is embedded and <br />encrypted on their Smart Card. Upon arrival at the disposal site, the debris <br />contractor provides the HaulPass™ to the QA Tower <br />Monitor who then inserts the card into the Smart Card <br />reader enabled PDA.
