<br />__ PERFORMANCE ISSUES <br /> <br />SRI developed its superior post-disaster debris management and monitoring capabilities by managing and <br />monitoring the removal, reduction and disposal of more than $150 million of eligible disaster related debris in <br />Florida over the last six years. Our experienced staff has written, reviewed, entered and/or approved more <br />than 400,000 load tickets. SRI has provided all our clients with excellent service by utilizing our own highly <br />trained and experienced staff, not over-committing our resources and delivering the highest levels of customer <br />servIce. <br /> <br />All of the debris removal and monitoring costs that have been submitted by SRI clients for reimbursement <br />from FEMA have been obligated and the vast majority of the projects are currently in the final closeout proc- <br />ess. Until the closeout process is completed and the final closeout versions of the Project Worksheets are for- <br />mulated, reviewed, accepted and paid by FEMA; it is not possible to prepare a complete tabular summary il- <br />lustrating requested funds as compared to reimbursements received by SRI clients. As all of the original ver- <br />sions of the Project Worksheets were formulated based on estimates made the the FEMA Project Officer, the <br />final reimbursement amounts reflect only the under-runs experienced and not a de-obligation of funds. SRI provided all needed debris removal monitoring personnel and was the only debris man- <br />agement and monitoring firm used by Collier County. At the height of operations, approximately 600 debris <br />clearance personnel and 271 trucks provided debris collection. A total of 172 SRI personnel provided the <br />county's monitoring, data management and FEMA-compliance services. <br /> <br />The Office of the Inspector General (OIG) conducted an audit of over $37 million dollars of Hurricane Wilma <br />debris removal and monitoring projects undertaken by Collier County. In a report to the Director of the Florida <br />Long Term Recovery Office in April 2006, the Acting Audit Director for FEMA Region IV stated that "the <br />county had an effective system for accounting for disaster-related costs...... .and had adequate monitoring pro- <br />cedures for reviewing and approving debris removal activities and billings of the contractor."
