The DARRT GIS application is a technology solution for decision makers and planners to better prepare and respond before, during, and after a disaster event. Dewberry has worked with the City of Houston since 1999 to develop and refine their Disaster Debris Management Plan and strategies, provide post disaster support during Tropical Storm Allison, and re- cently updated the City Debris Management Plan to include a Weapons of Mass Destruction Annex. The WMD Annex defines the actions necessary to respond to, remove, and dispose of debris caused by an act of terrorism or other WMD event within the City. The plan focused on the definition of the existing WMD procedures/protocols at the local, State and Federal level and the compilation of this information into an outline of existing first responder protocols that will become the basis for development of the final WMD Debris Annex and Standard Operating Guidelines. Section I - State of Alabama Debris Management Staff Responsibilities that identified the debris management responsibilities of State gov- ernment departments and agencies.
