As the Director of Emergency Management Operations for Solid
Resources, Inc. over the past ten years, Mr. Harvey participated in the recruitment, training and management
of emergency response teams. Mr. Harvey's business background and his exceptional ability to develop and
manage teams was valuable in the company's pre-disaster planning and training, as well as post-storm mobili-
zation and deployment of resources and personnel. Mr. Harvey has managed over 800 Solid Resources em-
ployees. In 2004, Mr. Harvey's team provided immediate recovery services to 52 Florida communities hit by
hurricanes. For these communities Mr. Harvey was instrumental in the initial response effort, estimating with
extreme accuracy resource deployment needs and assisting with all facets of Florida disaster recovery efforts.
In every project an understanding of FEMA, DOT, OSHA and FHW A policies, rule, regulations and proce-
dures was critical to the successful reimbursement process for the communities.

Mr. Harvey continues to build one of the most sought after emergency management teams in the United States.
His team building skills have helped to create a large staff of seasoned emergency management professionals
that have responded to more then 100 disasters and have managed over $4 billion in recovery costs and gov-
ernment reimbursements in 2006 alone.

Mr. Harvey is based out of the SRI main office in Sarasota, Florida.
