__ PROJECT UNDERSTANDING AND APPROACH 2a. UNDERSTANDING OF THE SCOPE OF SERVICES Task 1. Debris Management Plan Under the P A Pilot Program, FEMA will provide an additional five percent Federal cost share to municipali- ties that have a FEMA-approved Debris Management Plan and at least two pre-qualified debris removal con- tractors. The SRI/Dewberry Team will follow the FEMA established Debris Management Plan Outline and the Increased Federal Share Incentive Checklist to ensure compliance with the requirements of the FEMA Public Assistance Pilot Program. The following subtasks are envisioned to develop the final Debris Management Plan: Needs Assessment: A Needs Assessment will be conducted that will include the following services: . Perform a three day on-site visit with City of Sunny Isles Beach staff to conduct interviews with key emer- gency management, public works, and solid waste management staff. . Review of the City's existing emergency management plans. . Review of the existing debris removal and disposal contracts. . Review of the existing Standard Operating Procedures. . Develop a written report describing the results of the Needs Assessment. . Conduct an on-site briefing to make recommendations based on the assessment findings. Debris Management Plan Development and Approval Process SRI will prepare a comprehensive Debris Management Plan based on the information gathered during the Needs Assessment. The plan will address the City's ability to respond to a disaster event based on personnel and equipment; and be consistent with the City's Comprehensive Emergency Management Plan. The plan will address the management and operational structures needed to prepare for, respond to and recover from either a natural or man-made (terrorist) debris-generating disaster event. The draft plan will be submitted to City staff for review and revised as required. Mr. Swan will assist the City in submitting the finalized Debris Manage- ment Plan to FEMA Region IV for their review and approval. Task 2. Develop a Request for Proposals for Debris Removal and Disposal Mr. Swan has developed detailed Requests for Proposals (RFP) for Debris Removal and Disposal for clients that have been used successfully in obtaining the services of qualified debris removal and disposal contractors. Mr. Swan will work closely with the City's contracting and legal staff to ensure that the RFP meets local and state procurement and legal requirements. The detailed Scope of Services required will conform to FEMA re- quirements, as outlined in the Debris Management Plan. Mr. Swan will assist the City to review the RFP re- sponses and assist in the identification and selection of pre-qualified contractors based on the current FEMA Pilot Program guidance. Task 3. Provide Debris Removal Management Services SRI follows the Incident Command System (ICS) protocol commonly used by other responders and agencies during recovery efforts. This structure, refined as a result of SRI's experience during the past 15 years in Flor- ida, ensures clear reporting relationships and eliminates confusion. SRI will mobilize a debris management project team sufficient to match the size and scale of the City's debris recovery effort. This team typically consists of: a project manager, assistance project mangers (as needed), a FEMAIFHW A coordinator, an operations/route manager, field supervisors, debris collection monitors, dis- posal site monitors, roving monitors, QAlQC inspectors, a GIS analyst, an environmental specialist, a safety officer, and data entry and support staff.
