TECHNICAL COMPETENCE <br /> <br />For over eight years, Target Engineering Group, Inc., (Target) has provided professional engineering <br />services in construction management and inspection to a diverse group of state agencies and public <br />clients throughout the State of Florida. Our team members of over one hundred (100) professionals have <br />participated in a wide range of transportation, civil engineering and public/institutional projects. Our <br />professionals have demonstrated expertise in highways, roadway, moveable bridges, segmental bridges, <br />fixed bridges, toll plazas facilities, service plaza facilities, airports, drainage, utilities and buildings. In <br />addition, Target Engineering Group has the proven record and expertise in the Emergency Hurricane <br />Disaster Recovery Management. <br /> <br />Target Engineering Group, Inc. has repeatedly demonstrated its comprehensive understanding in the <br />management of emergency contracts to various local and state and federal agencies. Our prior <br />involvement in emergency contracts and track record in Disaster Management clearly shows our Team's <br />ability to perform these valuable services to several cities based upon our past efforts for the Florida <br />Department of Transportation's Districts 1, 4, and 6 as well as various counties. Our Miami office, located <br />at 8095 NW 12th Street, Suite 105, Miami, Florida 33126, will be the responsible office for this contract. <br />Our Team will be able to assist in all aspects of the hurricane relief efforts presented in the Request For <br />Proposals. <br /> <br />Target Engineering Group strives to provide high quality management, engineering and inspection <br />services through effective management of our professional staff and resources. We draw from our <br />extensive knowledge and experience and we base our approach on innovation, partnering and a strong <br />commitment to our client's interest. <br /> <br />The Proiect Team's Overall Technical Competency <br />Starting with Hurricane Frances in 2004 and for every hurricane affecting Florida Department of <br />Transportation Districts 4 and 6 since, Target has been involved in all aspects of emergency contracts <br />including inspection of the work, coordination of the recovery effort, program management and cost <br />control, and reporting to state and federal agencies. We believe our extensive experience in these types <br />of projects sets us apart. We highlight below the most important aspects of our services. <br /> <br />The personnel that we propose herein have the hands on experience necessary to provide the immediate <br />and effective response to the City's needs during an emergency. We believe the experience we have <br />gained in the administration of the various projects as listed in the previous section allows us to offer the <br />best of "lesson learned" and provide effective assistance to the City. Our personnel will not have to go <br />through a learning curve; we have done it before and done it well. We highlight below the qualifications <br />of our staff. <br /> <br />Raj Rangaswamy, P.E, - Principal in Charge, Mr. Rangaswamy has over 25 years of experience in <br />construction of bridges, highways and buildings. He spent his last 12 years working as a CEI <br />Resident/Senior Project Engineer on major Department of Transportation projects. Raj was personally <br />involved with assisting the Florida Department of Transportation District 4 with assessing damage, <br />developing bid documents, and contracting during the 2004 and 2005 hurricane seasons. His technical <br />abilities combined with his managerial skills have been successfully demonstrated on all the projects <br />which he was involved in. <br /> <br />Sara Duffoo, P.E. - Quality Assurance/Senior Project Engineer, Ms. Duffoo has 20 years experience <br />in civil engineering and construction projects. As Project Administrator, she has successfully completed <br />several projects for the Florida Department of Transportation Fort Lauderdale Construction Office. She <br />will be the Project Manager for this contract. Ms Duffoo was extremely instrumental in assisting FDOT <br />District 6 with the Hurricane recovery effort following Hurricane Wilma. Her work experience with the <br />hurricane recovery effort involved coordinating the different recovery operations with the Department and <br />the Contractor's work forces ensuring that all the high priority areas were address first. Ms. Duffoo has <br />also served as Final Estimates Review Engineer in FDOT Districts 4 and 6. She is proficient in all <br />aspects of construction engineering and inspection including Multi-line, CPM scheduling and claim <br />analysis. Throughout her career she has received several FDOT recognition awards for her performance <br />on projects. <br />
