<br />I <br />I <br />I <br />I <br /> <br />EMERGENCY DEBRIS DISPOSAL MANAGEMENT <br /> <br />Stephen Stokes - Project Administrator / Field Manager, Mr. Stokes was also very instrumental in <br />assisting FDOT District 4 with the hurricane recovery effort for Hurricanes Frances, Jeanne, and Wilma. <br />Mr. Stokes was involved with all aspects of the recovery effort, which included roadway clearing, sign and <br />signal repair, and debris removal in the Indian River, St. Lucie and Martin County area. Mr. Stokes also <br />helped train and direct field inspection personnel in FDOT Specifications and Standards including proper <br />documentation in accordance with FHWA and FEMA Guidelines. <br /> <br />I <br /> <br />Chandra Neelamraju - Data Manager, Mr. Neelamraju has four years of experience in the Civil <br />Engineering, including one year as Structural Engineer I and two years as CEI Contract Support <br />Specialist. Mr. Neelamraju reviewed debris, sign, and signals invoices to ensure compliance with FEMA <br />and FHWA reimbursement guidelines during Hurricanes Frances, Jeanne, and Wilma in FDOT District 4. <br /> <br />I <br />I <br /> <br />Gonzalo Guerra - Senior Inspector / Field Supervisor, Mr. Guerra's emergency recovery work <br />included supervising and monitoring repairs and activations of traffic signalization, debris removal and <br />disposal operations, lighting repair, and drainage cleaning. Duties included contract management, <br />inspection and documentation of contractor's activities and processing contractor's payment. <br /> <br />I <br />I <br />I <br /> <br />David Hernandez - Field Supervisor, Mr. Hernandez was heavily involved with assisting FDOT District <br />6 with the hurricane restoration effort. His work included supervising and monitoring debris removal and <br />disposal operations, traffic signalization repair, lighting repair, and drainage cleaning. He was also <br />involved in contract management, inspection and documentation of contractor's activities as well as <br />reviewing contractor's payment requests. <br /> <br />Sub Consultants <br />The personnel presented above have the experience and expertise necessary to address the scope of <br />services included in the City's Request for Proposals. Our plan is to reach out to our colleagues in the <br />industry with whom we have worked in other emergencies in order to benefit from their experience in <br />certain areas. We intend to request the participation of selected personnel from Consul-Tech <br />Construction Management, Inc., and Eisman & Russo, Inc., with whom we have successfully worked with <br />in past emergencies. <br /> <br />I <br /> <br />Consul-Tech Construction Manaaement, Inc. <br />Consul-Tech Construction Management has repeatedly demonstrated with various local and state <br />agencies its comprehensive understanding in all the areas described in this proposal. Their previous <br />experience in Disaster Management, specifically in Debris Removal Monitoring, clearly demonstrates their <br />capability to perform these valuable services when the need arises. Consul-Tech is currently completing <br />all the documentation for the 2004 and 2005 Hurricanes for the Department of Transportation throughout <br />19 counties in South Florida. Consul-Tech's personnel proposed are extremely knowledgeable in their <br />respective areas and are considered some of the best in the field of emergency management. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Eisman & Russo. Inc. <br />Eisman & Russo has been working within the FHWA and FEMA guidelines for the past several years and <br />has been intimately involved with similar projects for multiple counties, cities, and local and state <br />agencies. Eisman & Russo has responded to six hurricanes within the past two years and has refined the <br />advanced planning, post-hurricane clean-up, and restoration processes. <br /> <br />The Proiect Manaaer Specific Technical Competency <br /> <br />I <br /> <br />John Corcoran, Project Manager, Target Engineering Group has selected John Corcoran for this time <br />sensitive and extremely important assignment. John's experience in FDOT Maintenance and Construction <br />Operations, together with his Hurricane Emergency Recovery Consultant experience in FDOT District <br />Four and Six is not surpassed. John's knowledge, experience, achievements and quality of work makes <br />him the most ideal candidate for this assignment. John offers 28 years of engineering and construction <br />experience in both the private and public sectors. He spent 14 years with the Florida Department of <br />Transportation (FDOT) in Districts IV and VI, where he served in various engineering capacities in the <br />operations division.
