John and his team efforts were recognized by the <br />City of North Miami Beach with a "John Corcoran/Target Engineering Group" Proclamation Day. <br /> <br />II. PROJECT UNDERSTANDING AND APPROACH <br /> <br />Approach & Operational Plan for the City <br />The scope of services in this Request for Proposals lists a number of activities that need to be performed <br />on short notice. We are confident that the qualifications and experience of the personnel assigned to this <br />project will allow us to provide such services upon notification. By necessity, a number of these activities <br />will be concurrent and performed in close cooperation with City personnel, which will require updates <br />being transmitted on a regular basis to inform the City of our progress. <br /> <br />Before the Storm <br />Debris Manaaement Action Plan <br />The clear presentation of duties, responsibilities and procedures in a manual is an excellent tool for <br />handling emergencies, Naturally, as things change and experience is gained, additional material can be <br />incorporated in it. Our first order of business will be to become very familiar with the information already <br />available at the City and to schedule sessions with Emergency Management Personnel to discuss any <br />comments, clarifications or questions we may develop during this review. We will develop possible <br />recommendations for incorporation into the manual based on the experience we have accumulated over <br />our 14 years of emergency contract management. Some of the activities we anticipate handling include: <br /> <br />~ Provide Daily/Weekly/Monthly Updates to City Managers and/or Council Members <br />~ Progress Reporting, Estimate of Completion Analysis <br />~ Debris Management Zone weekly updates <br />~ Damage assessment reports, status reporting <br />~ Coordinate activities with City <br />~ Coordinate activities with adjacent Counties and Agencies <br />~ Schedule and attend regular Public Information Meetings <br />~ Provide notices and other information to local news agencies <br />~ Handle business and resident concerns and provide progress information as needed <br />~ Coordinate activities with the Solid Waste Management Department (SWMD) <br />~ Provide status reports to SWMD Directors as required <br />~ Coordinate activities with Emergency Operations Centers (EOC) <br />~ Assist in monitoring and reporting any illegal dumping activities <br />~ Assist in traffic control <br />~ Prepare PW's/DDIR's and documentation necessary for FEMA/FHWA reimbursement <br />~ Provide real time information for use by the Public Information Officer and provide PIO personnel <br />if necessary <br />~ Provide trained personnel as requested to fill administrative and management roles in the case of <br />disaster <br />~ Management Organization <br />~ Provide contractor invoice reviews and approvals <br />~ Provide other Project Management duties as assigned by the City <br /> <br />Aqreements with Other Aaencies <br />It will be necessary to update the list of agencies with which the City anticipates coordinating their efforts <br />with in case of an emergency. This includes law enforcement departments, emergency rescue <br />departments, utility companies, railroad corridors and the Florida Department of Transportation. We will <br />strive to make a complete list with a graphic representation of each jurisdiction name and contact <br />information of emergency management personnel. <br /> <br />Coordination with Contractors <br />Our proposed Team has participated in the development of standard contracts for use in case of <br />emergencies. The coordination of contractors meetings with participation of the Florida Transportation <br />Builders Association (FTBA) and industry representatives from FDOT debris hauling contractors resulted <br />in documents that were satisfactory to all parties. As with any contract, new experiences may warrant the <br />modification and inclusion of additional contract provisions and contract unit pricing, particularly <br /> <br />3 <br />
