<br />I <br /> <br />EMERGENCY DEBRIS DISPOSAL MANAGEMENT <br /> <br />I <br />I <br /> <br />I <br /> <br />considering the special cases of highly urbanized areas. On this project, we propose to follow a similar <br />procedure since a partnership with the debris removal contractors is key to the success of this program. <br />We will always recommend doing this coordination through the industry representatives in order to avoid <br />perception of favoritism to any given contractor. A broad representation of the industry, the commitment <br />of resources and a clear understanding of the procedures for performing and invoicing the work should be <br />discussed. Similar to the work effort that we did for Miami-Dade County, we strongly recommend the use <br />of a pre-emergency scope of services meeting which would include inviting the contractors that may be <br />interested in participating in the program, for the purpose of discussing the particulars of the emergency <br />contract, field operations, reporting procedures, collaboration with other agencies and with the public, and <br />invoicing procedures. We will also assist the City in identifying the contractors that have worked in the <br />past and their performance and the level of resources that can be committed to the project. <br /> <br />I <br /> <br />I <br /> <br />Temporary Debris Staging & Reduction Sites (TDSRS) <br />In order to insure maximum efficiency of debris removal and disposal operations, it is vitally important to <br />select only the most suitable sites for temporary debris staging and reduction. Available sites should be <br />surveyed in advance to insure they are fully useful and cost effective as well as environmentally <br />appropriate for their intended usage. <br /> <br />I <br /> <br />The following factors should be considered when reviewing the TDSR Sites: <br />Size - An appropriate TSDRS needs to be of adequate size to accommodate the hauling, dumping, and <br />stockpiling of large quantities of debris, as well as for activities such as shredding, chipping and burning. <br /> <br />Location - TDSR sites are most useful and efficient when they are convenient (short haul distance) for <br />the debris removal contractors. Crucial in their estimation of costs for removal efforts is the time for each <br />truck to haul, dump, and return. <br /> <br />Stability/Ground Conditions - Usefulness and efficiency of a TDSRS is dependent on the ability of <br />trucks to enter, turn around, dump, and leave the site with minimal hindrance such as soggy conditions or <br />unstable ground conditions. For this reason, existing ground elevations and drainage capabilities need to <br />be given careful consideration. <br /> <br />I <br />I <br /> <br />I <br /> <br />I <br /> <br />TDSRS's and Effects on Debris Removal Costs <br />In order to promote maximum competition among possible debris removal contractors, available TDSR <br />sites need to be surveyed, reviewed, selected, and disclosed to all prospective bidders for use in <br />preparing their bids for emergency work. Availability, location, size, and suitability for their intended <br />purpose are all important factors in determining costs and efficiency of operations. In this regard, the <br />more unknowns removed from the bidding process and the greater consistency and competition amongst <br />bids, makes for more options as well as increased contractor's resources available for the recovery <br />efforts, all to the greater benefit of the public. <br /> <br />I <br /> <br />I <br />I <br />I <br /> <br />I <br /> <br />Durino Hurricane Watch/Alert <br />Pre-Mobilization <br />Within three days of anticipated landfall we proceed to update all of our contact lists and contact our <br />partners in the industry to ascertain the availability of personnel. For our core management group, we <br />have already stipulated procedures for contacting personnel in the absence of telecommunications, as is <br />often the case. As a way of example, immediately after Hurricane Katrina, when no cell phone <br />communications were available, we were able to gather a group of twelve core inspectors within two <br />hours by following the door-to-door procedure that we had set in place. In addition to the procedures for <br />communications to personnel, part of our pre-mobilization includes the renting of motor homes to provide <br />self-contained office space. <br /> <br />I <br /> <br />Communications <br />We have learned that adequate communication is the key to managing the effort. It is also evident that <br />not all cell phone services are available at all locations, Our proposed manager will carry two different cell <br />phones from two different service providers, In this way we mitigate communication problems after a <br />storm. Additionally, all managers have laptop computers equipped with satellite wireless communication <br />cards to maintain connectivity to our main servers. Moreover and due to our experience after Hurricane <br />Wilma, Target has invested substantial funds in the total duplication of our computer system in an out-of- <br />state location.
