We have <br />also requested and have been placed in BellSouth's emergency priority list for the restoration of <br />telecommunications in case any of our facilities are affected. <br /> <br />I <br /> <br />Fuel <br />We have 'earned our lesson regarding the need to have fuel available to inspection and monitoring <br />personnel. Even when some agencies, such as the Department of Transportation, have made fuel <br />available to our staff, in some remote locations we have wasted valuable time traveling back and forth to <br />fuel locations. To avoid this on all our future endeavors, we have made arrangements with fueling <br />companies to have fueling trucks available to respond to locations in need once winds decrease below 45 <br />mph. <br /> <br />I <br /> <br />I <br /> <br />After the Storm Passes/ Clean-Up <br />Inspection, Measurement and Certification <br />The proposed staff for this project is intensely familiar with federal and state regulations and requirements <br />regarding certification of contractor's debris removal equipment. Over the years and as a direct result of <br />the various storm recoveries our Team has participated in, we have fine tuned our procedures and <br />enhanced our abilities of observing, checking, and tracking debris removal activities and quantities. In this <br />regard, our successes have been measured by two vital factors: <br /> <br />I <br /> <br />I <br /> <br />);> The efficiency and expeditiousness of the various recovery efforts under Target management <br />);> The ability of local and state agencies to maximize federal participation and timely <br />reimbursements from Target managed emergency contracts <br /> <br />I <br />I <br /> <br />Of vital importance when seeking federal agency reimbursements are the certified volume measurements <br />for the various hauling equipment (trucks) that are used to dispose of the debris. In this regard, all haul <br />trucks need to be accurately measured and photographed with the vehicle owners present to insure <br />accurate capacities as well as to eliminate possible contract disputes over pay quantities. All certifications <br />are double checked by Target Field Supervisors to insure accuracy, and a complete record of all <br />equipment utilized and documented is kept using the form shown. Certified maximum truck volumes and <br />individually assigned Contract Identification Numbers are posted on all haul vehicles via Target issued <br />adhesive placards for ease of field identification. Equipment not properly displaying these assigned <br />placards will not be allowed to operate on the project nor will any volume of debris hauled by uncertified <br />equipment be credited for contractor payment. <br /> <br />I <br /> <br />I <br /> <br />All field issued truck certifications are entered into the Target database on a daily basis. The database <br />information is linked to the Project Managers Quantification Reports to insure that all Load Ticket <br />Percentage Full Calculations are based on the original certified capacities to eliminate the possibility of <br />field calculation errors. This system automatically flags all field load tickets with volume calculation errors <br />and corrects pay quantities based on the original "certified" volumes which would override the potential for <br />unauthorized altered equipment placards. Flagged load tickets are "kicked out" by the system for <br />immediate investigation and resolution of any discrepancy. <br /> <br />I <br />I <br /> <br />I <br /> <br />Spot Checking of Debris Recovery Equipment <br />In order to insure that unauthorized equipment alterations do not take place, copies of all truck <br />certifications with attached equipment photos are kept on file at the various Temporary Debris Staging <br />and Reduction Sites (TDSRS). Original certifications are kept at Target's Disaster Recovery Office. The <br />field copies and photos are utilized by TDSR Site Monitors to both routinely and randomly check for <br />continued compliance with originally certified capacities. In the event a contractor receives authorization <br />to alter or modify haul equipment, a new certification will be required. New certified quantities and <br />equipment numbers as well as identification placards and equipment photos will be issued and <br />processed. All database information on "Re-Certified" vehicles will be cross-referenced with their original <br />certifications in the database and quantities calculated will be based on certified capacities current at the <br />time of each individual load. <br /> <br />I <br /> <br />I <br /> <br />Assignment of Field Monitors <br />Field Monitor assignment will vary from one per work crew to a maximum of one per five work crews <br />based on contractor's equipment utilizations and geographic constraints, which might exist over large <br />work areas.
