The right-of-way is packed with utilities <br />both above and under ground, street lights, traffic <br />signals, traffic signs and a myriad of various size <br />and shape utility boxes and controllers, The ten <br />(10) foot easements outside of the right-of-way <br />lines are also filled with large monument signs, <br />decorative walls, landscaped buffers and parking <br />facilities. <br /> <br />Weidener Surveying and Mapping, P.A. prepared <br />a photogrammetric mapping of the City of Sunny <br />Isles Beach in 2000 for the Streetscape project. <br />The E&R Team will use this existing right-of-way <br />data and will supplement the plans by adding all <br />easements and buffers dedicated to the City and/or <br />other agencies. Finally all improvements from the <br />back of curb out fifteen (15) feet past the east and <br />west right-of-way lines will be obtained and plotted <br />to complete the route survey, <br /> <br />Task 2 - Utility Coordination <br />One of the most important aspects of the Collins <br />Avenue beautification is to convert all above ground <br />utilities to underground facilities. The City has <br />started this process and has allocated funds in <br />their Capita/Improvement Budget to complete the <br />utility conversion project; however, less than half of <br />the Collins Avenue underground project has been <br />completed, mainly by developers. The segments <br />still to be converted are: <br /> <br />1. East R/W line, from William Lehman Causeway <br />south to 183rd Street (:t <br />3000 feet) <br />2, East R/W line, 500 feet <br /> <br />. <br /> <br />north of 178th Street (opposite City Hall) south to <br />170th street (:t 3100 feet), <br />3. East R/W line, from Atlantic Avenue south to the <br />City limit at Haulover Beach Park (:t 2100 feet), <br />4. West R/W line, from 175th Terrace south to <br />169th Street (:t2100 feet), and <br />5. West R/W line, from Sunny Isle Beach Boulevard <br />(SR 826) south to the City limit at Haulover <br />Beach Park (:t 3100 feet), <br /> <br />This task will require an immediate meeting with <br />Florida Power and Light, BellSouth and Atlantic <br />Broadband. The utility companies must be given <br />the directive to start the design of their overhead <br />to underground facilities along the Collins Avenue <br />corridor, The E&R Team will work closely with all <br />the utility companies to assure all conflicts are <br />addressed immediately and that the beautification <br />project is not impacted. <br /> <br />Task 3 - Florida Department of Transportation <br />Coordination <br />The 2,25 miles of Collins Avenue traversing the City <br />of Sunny Isles Beach is major arterial under the <br />jurisdiction of Florida Department of Transportation <br />(FOOT). The existing 100' wide right-of-way with six <br />high traffic asphalt lanes, inadequate crosswalks, <br />medians with minimal landscape opportunity <br />and narrow busy sidewalks does not provide for a <br />pedestrian friendly experience. <br /> <br />As part of their work program, FOOT will be soliciting <br />a design consultant for Resurfacing, Restoration <br />and Rehabilitation (RRR) of Collins Avenue/AlA <br />due the end of this year. The design would typically <br />take twelve to eighteen months and construction <br />another two years. Any proposed changes along <br />this corridor must be closely coordinated with the <br />District to assure that the FOOT <br />regulations are met and the work <br />effort is not duplicated. <br /> <br />~..v,....
