To achieve this goal a number of tasks must be systematically completed. Task 1 - Route Survey with Improvements The success of this project is dependent on having an accurate route survey along the Collins Avenue corridor. The right-of-way is packed with utilities both above and under ground, street lights, traffic signals, traffic signs and a myriad of various size and shape utility boxes and controllers, The ten (10) foot easements outside of the right-of-way lines are also filled with large monument signs, decorative walls, landscaped buffers and parking facilities. Weidener Surveying and Mapping, P.A. prepared a photogrammetric mapping of the City of Sunny Isles Beach in 2000 for the Streetscape project. The E&R Team will use this existing right-of-way data and will supplement the plans by adding all easements and buffers dedicated to the City and/or other agencies. Finally all improvements from the back of curb out fifteen (15) feet past the east and west right-of-way lines will be obtained and plotted to complete the route survey, Task 2 - Utility Coordination One of the most important aspects of the Collins Avenue beautification is to convert all above ground utilities to underground facilities. The City has started this process and has allocated funds in their Capita/Improvement Budget to complete the utility conversion project; however, less than half of the Collins Avenue underground project has been completed, mainly by developers. The segments still to be converted are: 1. East R/W line, from William Lehman Causeway south to 183rd Street (:t 3000 feet) 2, East R/W line, 500 feet . north of 178th Street (opposite City Hall) south to 170th street (:t 3100 feet), 3. East R/W line, from Atlantic Avenue south to the City limit at Haulover Beach Park (:t 2100 feet), 4. West R/W line, from 175th Terrace south to 169th Street (:t2100 feet), and 5. West R/W line, from Sunny Isle Beach Boulevard (SR 826) south to the City limit at Haulover Beach Park (:t 3100 feet), This task will require an immediate meeting with Florida Power and Light, BellSouth and Atlantic Broadband. The utility companies must be given the directive to start the design of their overhead to underground facilities along the Collins Avenue corridor, The E&R Team will work closely with all the utility companies to assure all conflicts are addressed immediately and that the beautification project is not impacted. Task 3 - Florida Department of Transportation Coordination The 2,25 miles of Collins Avenue traversing the City of Sunny Isles Beach is major arterial under the jurisdiction of Florida Department of Transportation (FOOT). The existing 100' wide right-of-way with six high traffic asphalt lanes, inadequate crosswalks, medians with minimal landscape opportunity and narrow busy sidewalks does not provide for a pedestrian friendly experience. As part of their work program, FOOT will be soliciting a design consultant for Resurfacing, Restoration and Rehabilitation (RRR) of Collins Avenue/AlA due the end of this year. The design would typically take twelve to eighteen months and construction another two years. Any proposed changes along this corridor must be closely coordinated with the District to assure that the FOOT regulations are met and the work effort is not duplicated. ~..v,.... "'1:;. , ,.
