Their intimate knowledge of the City's requirements and staff is sure to streamline the process
and benefit the entire project.

6. PERMITTING ISSUES
a. The firm's experience with all applicable permitting issues.

The permit requirements for this project are fairly straight forward from a building standpoint and from a
Civil Engineering standpoint. Cubellis is confident that due to the team's familiarity with the City and its
permitting processes we will easily navigate and steer the process.

Hershell Gill Consulting Engineers, Inc. has served as prime consultant on several parking structures
including Design-Build and has been responsible for the permitting of these structures through their
respective Building Departments. Their intimate involvement with the regulatory agencies has included
process of plans through DERM, WASD, Miami-Dade Fire Marshall's office and individual City's
Planning and Zoning Departments.

Since the project is within 300 feet of a Florida Department of Transportation (FDOT) right-of-way, an
FDOT drainage permit is required; an FDOT access permit might be required depending on the
distance of the driveway location to the intersection of Collins Avenue.

A Class II permit from the Miami-Dade Department of Environmental Resources Management (DERM)
will have to apply for; DERM is also authorized to issue the South Florida Water Management District's
(SFWMD) Environmental Resources Permit (ERP). We do not believe at this that a drainage well will
be required, however if the drainage calculations identifies that the proposed water management
system requires a well, a permit from State of Florida Department of Environmental protection F(DEP)
will also be needed. Erosion control plans will be prepared to allow the contractor to submit a Notice of
Intent application to FDEP.

.

The sanitary sewer for this project will
be provided by Miami-Dade Water and
Sewer Department (WASD) and a
permit will be required for connection to
the existing sanitary sewer system.
DERM will also be involved in the
review and approval process for the
sanitary connection.

The City of North Miami Beach (NMB)
owns and maintains the potable water
for the City of Sunny Isles Beach and
the plans will be processed through
NMB for approval. Miami-Dade Health
Department approval will also be
necessary for connecting to any potable
water main.

b. The firm's ability to work through all necessary permitting issues.

.

Cubellis has a full time permit expediter on staff that is dedicated to managing the permitting process.
Lazaro Rodriguez orchestrates the flow of information and paperwork necessary in order to get the
permits in and out of the City of Sunny Isles Planning and Zoning Department and Building Department,
as well as the other regulatory agencies as quickly as possible.

- 11 -

cubellis.
