A hurricane watch is generally issued when the weather conditions indicate a threat. The <br />watch is usually issued 24 to 48 hours before a storm is expected to reach land. <br />. Florida's Department of Natural Resources (DNR) and <br />the Department of Environmental Regulation (DER) are the principal agencies involved in <br />controlling and regulating pollution. The D ER has responsibility for dredge and fill permits, <br />discharge permits, water quality standards and the licensing of water treatment plants.
