';!iI!l8

,.

-

targeted for all new construction and that improvements to eXISting direct discharge drainage
systems be implemented as well. In instances where a site might fall outside the jurisdiction of a
regional agency, the City should devdop and enforce its own criteria.

-

..

_ Impact of Other Plan Elements

..

There are no elements or recommendations within the Comprehensive Plan that will adversely
impact the environment or increase pollution and the accumulation of contaminants within coastal
waters. There are, however, recommendations designed to improve current conditions and
problems. The proposed replacement of septic tanks on Atlantic Island and improvements to on-site
stormwater retention and discharge systems are examples of such.

..

..

..

,.

-

Evacuation

..

The successful evacuation of barrier islands must take place in advance of the storm since rough seas,
high winds, and storm surge can inundate roadways leading to the mainland. As a threatening
tropical storm approaches a variety of agencies have interlocking responsibilities.

..

,.

..

The Miami Dade County Emergency Management (MDCEM) monitors the storm and analyzes the
threat. Information is provided to both Municipal and County agencies regarding evacuations and
shdters. The evacuations may be implemented in stages including:

..

..

..

. Persons with special needs,
. Health care facilities, and
. Voluntary /Mandatory for the general population.

-

..

-

Possible evacuation areas are distinguished as Evacuation Implementation Zones (EIZ). The
MDCEM will notify the appropriate law enforcement agencies of the evacuation status.

,.

-

The Miami Dade Police Department (MDPD) will assign and coordinate personnd from various
districts to handle the general population evacuation, traffic control, and the PSNJHealth Care
evacuation escort and facilities. The Florida Highway Patrol will assist in the evacuations within the
affected Evacuation Implementation Zones.

...

..

..

The Sunny Isles Police Department will also play a central role in the reaction to a threatening
storm. The Department will review and become familiar with the EIZ Plan for the City and upon
receipt of the EIZ list will assist in traffic control and other requirements including shdter security,
if necessary. The City's Police Department will make EIZ Activity Reports on an hourly basis
indicating progress and problems. The Department will cease the general evacuations upon the
arrival of tropical storm force winds and will conduct a sweep of Bus Pick Up Points within the City
to assure that no one is left behind and stranded in the storm. Finally, the City police will secure the
evacuated areas if feasible.

-

..

-

..

-

-

..

The Miami Dade Fire Rescue has responsibility to assist in the evacuation of Persons with Special
Needs and Hospitals, as available. The department will also provide EMS personnd and support to
Red Cross Evacuation Centers.

..

..

Sunny Isles Comprehensive Plan - Existing Conditions I Background Documents

27

..

-
