<br />1!H:l <br /> <br />- <br /> <br />_ Designated Local and Regional Transportation Facilities <br /> <br />.. <br /> <br />As previously defmed, both NE 192nd Street and Sunny Isles Boulevard are designated as evacuation <br />route links to the mainland. These two major roadways provide connections to the north-south <br />evacuation routes. <br /> <br />.. <br /> <br />- <br /> <br />- <br /> <br />.. Roadway Level of Service Standards <br /> <br />.. <br /> <br />The Level of Service (LOS) is a standard summary of roadway operating conditions. The concept of <br />highway capacity is intended to define the maximum number of vehicles able to travel on a specific <br />section of roadway during a given period of time, usually by the hour or the day. In rdationship to a <br />road's actual capacity, LOS is a qualitative measurement of the maximum number of vehicles using <br />a road without detracting from the road's operating condition. Intersections are often described and <br />rated according to LOS designations. The standard transportation planning levels of service are <br />explained below: <br /> <br />.. <br /> <br />.. <br /> <br />- <br /> <br />.. <br /> <br />- <br /> <br />- <br /> <br />LOS A: The highest LOS describing primarily free flowing traffic at average traffic speeds. <br />Vehicles are totally unimpeded and intersection delays are minimal <br /> <br />- <br /> <br />.. <br /> <br />LOS B: Vehicles travel at reasonably unimpeded conditions at average speeds. Their ability <br />to maneuver within the traffic stream is only slightly restricted and stopped delays are slight. <br /> <br />- <br /> <br />... <br /> <br />LOS C: Traffic flow is considered stable. A vehicle's ability to maneuver and change lanes is <br />somewhat restricted and longer queues and/or adverse signal coordination may reduce the <br />average speed. <br /> <br />.. <br /> <br />- <br /> <br />.. <br /> <br />LOS D: Borders on a range where even small increases in traffic could result in reductions in <br />the speed and increased delays. Problems may result from poor signal coordination or traffic <br />volumes. <br /> <br />.. <br /> <br />.. <br /> <br />- <br /> <br />LOS E: Traffic flow is characterized by low operating speeds and significant delays. The <br />problems may be rdated to volumes, high signal density and timing, and substantial queuing <br />at important intersections. <br /> <br />- <br /> <br />- <br /> <br />LOS F: This designation represents delayed and congested roadways and intersections. <br />Traffic flow generally moves at extremdy slow speeds and waits at intersections are lengthy. <br /> <br />- <br /> <br />- <br /> <br />.. <br /> <br />.. <br /> <br />Service volumes refer to a roadway's capacity for various levds of service. They vary according to the <br />type of road, the number of lanes, and the number of signals per mile. The LOS designations for <br />existing roads were developed and refined by the FDaT.
