CMS will ensure that new projects do not result in a reduction in the LOS bdow the adopted <br />standards. <br /> <br />. <br /> <br />. <br />.. <br /> <br />Local Government's Ability to Finance Capital Improvements <br /> <br />.. <br /> <br />In accordance with Rule 9J-5.016(2)(t) F.A.C. this section provides an analysis of the City's ability <br />to fInance capital improvements based upon anticipated revenues and population. <br /> <br />.. <br /> <br />IjIIlII <br /> <br />.. <br /> <br />Existing Revenue Sources and Funding Mechanisms <br /> <br />- <br /> <br />In accordance with Rule 9J-5.016(1)(c) F.A.C. this section provides an itemization of sources of <br />revenue and funding mechanisms. <br /> <br />.. <br /> <br />.. <br /> <br />Ad Valorem Taxes - This tax is levied on real and personal property that is not exempt <br />within the City. The City has adopted a millage rate of 2.303 mills. <br /> <br />,. <br /> <br />.. <br /> <br />Gas Taxes - The City receives gas taxes from the State based upon a formula using the City's <br />population. <br /> <br />... <br /> <br />.. <br /> <br />Utility Taxes - Taxes are imposed upon customers, through their utility bills, for electricity, <br />telecommunications, water, fud oil and natural gas use and consumption. <br /> <br />.. <br /> <br />... <br /> <br />Franchise Fees - The City receives revenues from the suppliers of dectricity, telephone, <br />cable, gas and solid waste.
