THE CITY <br />SHALL PLAN FOR AND MANAGE ITS FACILITIES AND INFRASfRUCfURE <br />IN ORDER TO ADEQUATELY SERVE CURRENT AND FUfURE RESIDENTS <br />AND BUSINESSES IN A FISCALLY PRUDENT MANNER TIIROUGH THE <br />TIMELY PROVISION OF MAINTENANCE FOR EXlSfING PUBLIC <br />INVESTMENTS AS WELL AS NEW CAPITAL INVESlMENT. The City shall seek to eliminate all septic systems within its boundaries.
