The City continues to recognize street resurfacing as one of its priol'ities. <br /> <br />- <br /> <br />- <br /> <br />Objective 2 <br /> <br />.. <br /> <br />,. <br /> <br />Upon Adoption of this plan, land use decisions will be made in the context of <br />available fiscal resources such that scheduling and providing capital facilities for <br />new development will not degrade adopted service levels. <br /> <br />- <br /> <br />- <br /> <br />- <br /> <br />Policies <br /> <br />- <br /> <br />- <br /> <br />2A. Since the City does not provide services or contain public education or health <br />systems and facilities, it is not required that these services be analyzed in <br />accordance with Rule 9J-5.0l6(1)(b) F.A.C. However, with growth it is <br />anticipated that a school focused on the ftrst few years of the formal education may <br />be necessary in Sunny Isles Beach in the future. Thus, the City will seek to foster <br />the development of such a facility as the population dynamics warrant. <br /> <br />- <br /> <br />- <br /> <br />- <br /> <br />- <br /> <br />2B. The City will seek to encourage the expansion of health services for its residents by <br />the private sector. <br /> <br />- <br /> <br />- <br /> <br />2C. Capital facility and infrastrUCtUfe needs associated with development plans will be <br />analyzed with attention paid to elimination of hazards or improvements to safety, <br />elimination of below-standard conditions and capacity deftcits, demonstrated <br />linkage between growth and facility service area, capital and operating cost <br />fmancial feasibility, contractUal or mandated obligations, and coordination with <br />capital improvement efforts of other public agencies and utilities. <br /> <br />- <br /> <br />- <br /> <br />- <br /> <br />- <br /> <br />- <br /> <br />2D. Service and facility impacts of new development must be identified and quantified <br />so that sufficient public facilities will be planned and programmed to be available <br />when needed. All development orders authorizing new or significant expansion of <br />existing urban land uses shall be contingent upon the provision of services at the <br />levels of service that meet or exceed the adopted standards, except as otherwise <br />provided in the "Concurrency Management" objective of the crn. <br /> <br />- <br /> <br />- <br /> <br />- <br /> <br />. <br /> <br />tIl)I <br />.. <br /> <br />2E. The 5 year schedule of improvements will incorporate the identified capital <br />investments for each of the following levels of service for each element deftned: <br /> <br />I <br />I <br /> <br />Potable Water Supply - The regional treatment system shall operate with a rated <br />maximum daily capacity of no less than 2% above the maximum day flow for the <br />preceding year, and an average daily capacity 2% above the average daily per capita <br />system demand for the preceding 5 years.
