<br />facilities, and other public facilities and services would be adversely <br />affected. <br /> <br />h) Whether the proposed change would have an adverse environmental <br />impact on the vicinity. <br /> <br />i) Whether the proposed change would adversely affect the health, <br />safety, and welfare of the neighborhood or the City as a whole. <br /> <br />506.7 Standards for Reviewing Proposed Amendments to the Text of the LDR. <br />In deciding whether to recommend approval of a proposed text amendment, <br />the administration and the city commission shall consider whether or not: <br /> <br />a) The proposed amendment is legally required. <br /> <br />b) The proposed amendment is consistent with the goals and objectives of <br />the Comprehensive Plan. <br /> <br />c) The proposed amendment is consistent with the authority and purpose <br />of the LDRs. <br /> <br />d) The proposed amendment furthers the orderly development of the <br />City. <br /> <br />e) The proposed amendment improves the administration or execution of <br />the development process. <br /> <br />506.8 Zoning in Progress. Applicability. temporary hold on Permits and <br />Licenses <br /> <br />506.8.1 Purpose. The zoning in progress doctrine ("zoning in progress") <br />generally allows the City to apply, on a retroactive basis, changes <br />to zoning regulations or to the zoning district status of property, to <br />previously approved or currently in process development <br />applications. Additionally, the zoning in progress allows a <br />temporary hold on permits and licenses if there is a change in <br />zoning, which is already in progress, that would affect the permit <br />or license. <br /> <br />506.8.2 Temporary Hold on Development Applications.
