Department of Health. within the regulatory floodway. the development permit shall be issued only upon demonstration by appropriate engineering analyses that the proposed fill will not increase the water surface elevation of the base flood in accordance with Article 5. Section B (7) (a). (8) For all structures located seaward of the Coastal Construction Control Line (CCCL). the lowest floor of all new construction and substantial improvements shall be elevated to no lower than the lOa-year flood elevation established by the Florida Department of Environmental Protection or by FEMA in accordance with Article 3. Section B. whichever is higher. All non-elevation design requirements of Article 5. Section B shall apply. Section C. STANDARDS FOR A ZONES STREAMS WITHOUT ESTABLISHED BASE FLOOD ELEVATION AND/OR FLOODW A YS. Located within the areas of special flood hazard established in Article 3, Section B, where streams exist but where no base flood data has been provided or where base flood data has been provided without floodways, the following provisions apply: (1) 'A'hen base flood elevation data or ill!d floodway data have not been provided in accordance with ,^..rticle 3, Section B, then the Building Official shall obtain, review and reasonably utilize any base flood elevation and flood'.vay data available from a Federal, State or other source, in order to administer the provisions of ,'\rticlc 5 (a) Obtain the elevation (in relation to the mean sea level) of the 1000vest floor (including the basement) of all neVi and substantially improyed structures, (b) Obtain, if the structure has been flood proofed in accordancc with the rcquircments of this ordinance, the eleyation in relation to the mean sea level to which thc structure has been flood proofed, and (c) Maintain a record of all such information with the official designated in ,^.rticle 3, Section C. (2) Notify, in reverine situations, adjaccnt communities and the state Coordinating Office prior to any alternation or relocation of a watercourse, and submit copies of such notifications to FEMA. (3) ,^..ssure that the flood carring capacity 'Nithin the altered or relocated portion of any v,'atercourse is maintained. ( 1) Manufactured homes shall be installed using mcthods and practices that minimizc flood damage. They must be ele'.'ated and anchored to prevent flotation, collapse, or lateral movement. Methods of anchoring may include, but not limited to, use of o','er the top or framc tics to ground anchors.
