<br />Department of Health. within the regulatory floodway. the development permit shall <br />be issued only upon demonstration by appropriate engineering analyses that the <br />proposed fill will not increase the water surface elevation of the base flood in <br />accordance with Article 5. Section B (7) (a). <br /> <br />(8) For all structures located seaward of the Coastal Construction Control Line (CCCL). the <br />lowest floor of all new construction and substantial improvements shall be elevated to no <br />lower than the lOa-year flood elevation established by the Florida Department of <br />Environmental Protection or by FEMA in accordance with Article 3. Section B. whichever is <br />higher. All non-elevation design requirements of Article 5. Section B shall apply. <br /> <br />Section C. <br /> <br />STANDARDS FOR A ZONES STREAMS WITHOUT ESTABLISHED BASE <br />FLOOD ELEVATION AND/OR FLOODW A YS. <br /> <br />Located within the areas of special flood hazard established in Article 3, Section B, where streams <br />exist but where no base flood data has been provided or where base flood data has been provided <br />without floodways, the following provisions apply: <br /> <br />(1) 'A'hen base flood elevation data or ill!d floodway data have not been provided in accordance <br />with ,^..rticle 3, Section B, then the Building Official shall obtain, review and reasonably <br />utilize any base flood elevation and flood'.vay data available from a Federal, State or other <br />source, in order to administer the provisions of ,'\rticlc 5 <br /> <br />(a) Obtain the elevation (in relation to the mean sea level) of the 1000vest floor (including <br />the basement) of all neVi and substantially improyed structures, <br /> <br />(b) Obtain, if the structure has been flood proofed in accordancc with the rcquircments <br />of this ordinance, the eleyation in relation to the mean sea level to which thc structure <br />has been flood proofed, and <br /> <br />(c) Maintain a record of all such information with the official designated in ,^.rticle 3, <br />Section C. <br /> <br />(2) Notify, in reverine situations, adjaccnt communities and the state Coordinating Office prior <br />to any alternation or relocation of a watercourse, and submit copies of such notifications to <br />FEMA. <br />(3) ,^..ssure that the flood carring capacity 'Nithin the altered or relocated portion of any <br />v,'atercourse is maintained. <br /> <br />( 1) Manufactured homes shall be installed using mcthods and practices that minimizc flood <br />damage. They must be ele'.'ated and anchored to prevent flotation, collapse, or lateral <br />movement. Methods of anchoring may include, but not limited to, use of o','er the top or <br />framc tics to ground anchors.
