<br />City of Sunny Isles Beach <br />18070 Collins A venue <br />Sunny Isles Beach, Florida 33160 <br /> <br />Mandatory Pre-RFP Submittal Conference Summary Minutes <br />Friday, October 15,2010 at 10:00 a.m. <br /> <br />RFP No. 10-10-01, DesignlBuild an Upscale Lifestyle Center Consisting of a Park, <br />Parking Garage, and an Aquarium and High End Retail Shops <br /> <br />City Manager Rick Conner welcomed everyone, and noted staff present: City Attorney Hans Ottinot, <br />Assistant City Manager Jorge Vera, Assistant City Attorney Fernando Amuchastegui, City Clerk Jane <br />A. Hines, Cultural and Human Services Director Susan Simpson, and Administrative Coordinator <br />Francesca Pellot. Also present were Consultant Jack Luft, and from Cal vin Giordano and Associates, <br />Joel Wadsworth and Chris Giordano. City Manager Conner noted that this was a mandatory meeting <br />and that everyone must be sure to sign in, and to drop off a business card at the end of the meeting. <br /> <br />The deadline for submission of Request for Proposals documents is Monday, November 8, 2010, at <br />12:00 p.m., at which time those sealed responses will be publicly opened. Any additional <br />questions are required to be in writing and may be submitted up to seven (7) days before the opening <br />(at the close of business, Friday, October 29,2010), which will be answered and placed on Demand <br />Star. You may email them to City Manager Rick Conner, at rconner@sibfl.net, or fax them to 305- <br />792-1566. <br /> <br />City Manager Conner gave an overview of the project noting that it is temporarily being called <br />Gateway Park. This project is to construct an lifestyle facility on the property bounded by the <br />eastbound and westbound lanes of Sunny Isles Boulevard from Collins A venue on the east end to the <br />Public Storage Building on the west end. Currently there are strip centers there, and we are winding <br />down the leases on those properties that the City owns and we will soon take over control of them. <br />The concept here is to give us a proposal that shows you constructing for the City approximately a <br />350-space parking garage on the western portion of this property. The eastern portion will be leased <br />on a 99-year lease to the proposer and the proposer will be responsible for the construction of a <br />lifestyle center, meeting our general requirements. We will lease the land in which we have a $10 <br />Million investment and we want to recoup that money with a lease valued at somewhere around <br />$320,000 a year. The Parking Garage will be multi-leveled, and we intend to put about 19,000 to <br />20,000 square feet of retail space on the southern side running east to west. We will decide how we <br />want to finalize that part of the process as we get into the negotiations, we may operate it, we may hire <br />a general manager to operate it, or we may sell it as condo space for retail development. There will be <br />retail space required in the lifestyle center on the eastern side, which is defined in the RFP as well. <br />This will be the proposer's opportunity to develop that as they see fit within the developed standards. <br /> <br />City Manager Conner opened the meeting to questions from the prospective bidders. <br /> <br />Mandatory Pre-Submittal Conference QA 101510 (2) <br /> <br />Page 1 of 5 <br />
