<br />QUESTIONS AND COMMENTS FROM PROSPECTIVE BIDDERS <br /> <br />1. You mentioned the parking garage and the lifestyle center, one of the marking features there <br />being an Aquarium, is that a requirement of this project? <br />Not a specific requirement, we certainly are looking very positively at that type of <br />lifestyle center. We are about to reconstruct the Newport Fishing Pier which is directly <br />east of this development. Weare a beach community, that is one of our great assets, and <br />we are looking for something that compliments that lifestyle here in the community. So <br />an Aquarium will be very positively looked at. If you have an alternate proposal, we are <br />certainly willing to look at it. <br /> <br />2. Will there be a weighted score assessed or will it be subjective? <br />Ultimately everything is subjective, but we will try to look at it objectively as to what <br />provides the City the greatest benefit, what provides the citizens the greatest recreational <br />value, what element best enhances the City's image, those are the kind of things we are <br />going to be looking at. This proposal request is purposely general to get the best <br />opportunity for the City and so that in turn gives you a lot of creative opportunities. <br /> <br />3. The 30,000 square feet of retail space referred to in the RFP as the part of the retail <br />component, what are you counting as part ofthe retail space? Is the Aquarium proposed to be <br />part of the retail space, would the meeting areas be part of the retail space, how do you define <br />retail? <br />We are looking at additional unique retail space that could be something like a gift shop <br />or restaurants that relates to the facility, but we are not necessarily going to be thinking <br />of the facility itself as retail space. The concept is that we want to enhance that Town <br />Center image and not just one facility, but unique facilities that give some diversity to <br />the people coming to the area. <br /> <br />4. On the bid bond requirement, the 5% or no less than $3.5 Million, the 5% is the total project <br />bond, what is the City's estimate of the total project cost? <br />The numbers that we have been looking at are somewhere around $10 Million for the <br />parking structure in the Park as the cost of construction, and anywhere from $25 Million <br />to $45 Million for the lifestyle facility. <br /> <br />5. On the security itself, would a Letter of Credit qualify you, you don't list it in the RFP, you say <br />Cashier's Check, Bond, etc., will an LC basically be acceptable? <br />We have no objection, so yes. <br /> <br />6. On pages 12 and 13, you have key personnel, and you get pretty detailed on how low to go. At <br />this preliminary stage of putting together a response for an RFP, it is highly unlikely that <br />anyone is going to be able to identify the fire inspector, etc. How far realistically, at this stage <br />of the process, is it for people to list key personnel? <br />We don't want you to say you will build something and work out the details later. The <br />idea of kind of burrowing down and giving that kind of information was to show that <br />you have a plan. So, to the best of your ability, you are all facing the same situation, try <br />to show us as much information as you can.
