<br />SECTION 3- DESIGN PHILOSOPHY AND PROCESS <br /> <br />EAC's design philosorh~' is built on superim client service through the pr()\'ision of a llualit\' product on-time <br />and under budget. To do this we ha\'C developed a proccss that tirst rClluires us to understand the needs of <br />the client, de\'cIop a system to mcet those nceds and then implement our pro\'en design and project <br />managemcnt process that has resultcd in successful projects and rcpeat clients which in turn ha\'e rcsulted in <br />our growth and development into one of the most respccted engineering firms in South Florida. Some of <br />the elements of our design process are presented in the following sections. <br /> <br />3.1 Design Analyses and Construction Documents <br />()ur approach to engineering design, analysis and coordination is based on data gathering, timel~' <br />communication, early problem and constraint identification, design creativity, and sound engineering <br />principles. The means by which we achieve these objecti\'es include: joint kickoff I tield meetings; <br />regulatmy Ipermitting reLJuirementsl determinations; brainstmming of alternati\'es; \'alue engineering; and <br />project specific quality assurance programs. Deliverables will be submitted at \'arious phases of production in <br />order to recei\'e the Cit~.'s input. Recognizing that some of the assignments on this project ma\' reLJuire <br />interfacing with the residents and business owners within the City, EJ\C will de\'elop an Outreach Plan fm <br />such tasks. This will ensure that at the start of projects the public is kept informed in mder fm critical <br />feedback to be garnered. From our experience in other municipalities, this has pr()\'en to ensure thc <br />feasibilit~, and practicality of design intent. At the \'ery early stages of design, EAC would proacti\'ely seek <br />input from permit and regulatory agencies. This will help facilitate e\'entual pcrmitting and appr()\'als from <br />the respecti\'e jurisdictions, <br /> <br />3.2 Development of Designs Consistent with Project Scope and Funding Constraints <br />l,e\' to the success of any project is its overall understanding and the objective of adhering to this scopc <br />without an~' budgetary or schedule encroachments. These items work hand in hand and must be closely <br />monitored to ensure that the City's goals fm the project are achieved, This can best be achie\'ed by a clear <br />understanding of the scope and recognition for the intent of the City in undertaking the project. EAC will <br />advise the City on the feasibilit~, of the project considering the budget and schedule, I n some cases, if it is <br />determined that the estimated cost of a project is greater than thc budget, the following approaches (in close <br />coordination with the City) may be utilized: <br />· Change features of the projects design to reduce the cost without an~' change in the project's scope, <br />· Look fm opportunities to change the scope of the project to get the cost within the budgetary <br />constraints fm the project. I terns to be eliminated or changed in the scope should be those, which <br />ha\'e the least impact on the ()\'erall illtent of the project. <br />· I f the scope cannot be changed then the budget of the project should be revisited to get the desired <br />result fm the project, <br /> <br />3.3 Design Documentation <br />The documentation of design and safety dccisions will begin upon our tlrst invoh'ement with the projcct and <br />will continue as the project progresses, The result will be complete documclltation of the design and decision- <br />making process leading up to the final submission of plans and contract documents. The design <br />documentation is prepared b~' assigned design staff, re\'iewed by EAC's lluality control team and approved b~' <br />the Ef\C project manager. <br /> <br />3.4 Quick Response & Prompt Service <br />( )ur ()\'Lrall team staff strength cnsurcs our abilit\' to be tlexible and offer quick response to the Cit\,. Ef\C <br />has placed a lot of emphasis on its ability to respond to clients specifically on continuing set\'ice contracts. <br />E/\C's project managcment plan makes it mandatmy that all projects and assignments attain a high level of <br />client satisfaction. EAC will ensure that the City is satisfied with the level of service we provide. \\1e will <br />follow through on assii-ornments, remain accountable for our work, listen to the City's assigned project <br />representative and communicate effectively throughout the performance of our sen'ices. \Ve will take steps <br />to be proactive on issues before they become problems. <br /> <br />I) <br />
