With 26 years of <br />engineering experience, Bill's recent experience includes Environmental Impact Statements for SR 710 in Martin <br />County, SR 29 in Collier County, and CR 388 in Bay County. Bill also completed the PD&E Study for the CR 901 <br />Bridge Replacement over the Cocohatchee Canal in Collier County. Mr. Howell has strong management and <br />communication skills and is committed to providing quality work and excellent client service. <br /> <br />· LEAD TRANSPORTATION PLANNING AND TRAFFIC OPERATIONS MANAGER: Michael Dorweiler, AICP <br />(Lochner) with 18 years of engineering experience is the Lead Transportation Planning and Traffic Operations <br />Manager. He has worked closely with Department of Transportation staff in corridor and level of service (LOS) <br />analyses, project development and environmental (PD&E) studies, traffic impact studies, access management, and <br />development of a congestion management system. He has managed projects that have included assessing existing <br />and future traffic conditions using Highway Capacity software, FDOT LOSPLAN, Synchro, CORSIM, and VISSIM in <br />determining conventional and non-conventional intersection and interchange concepts, including express lanes and <br />continuous flow intersections, He has enjoyed fostering relationships with various planning, EMO, traffic operations, <br />design, cities and counties staff on projects conducted through the States of Florida. <br /> <br />· PRINCIPAL-IN-CHARGE: Phillip W. Stevens, PhD, PE, AICP (Lochner) As Principal-in Charge, Phil will be <br />overseeing the satisfactory development of the design activities associated with this project. Dr. Stevens has had a <br />distinguished career with more than 20 years of executive experience, His background includes extensive experience in <br />planning, design, operations, construction, human resources, and fiscal management. With almost two decades of <br />experience in transportation engineering for both public and private sector clients, Dr. Stevens' expertise is focused on the <br />development, design and delivery of transportation projects.
