<br />Page 16 <br /> <br />Construction Administration <br /> <br />Once a qualified contractor is selected for the project, The Lochner Team anticipates providing assistance to the City's Construction Managers and <br />Field Inspector(s) as follows: <br /> <br />· Attend pre-construction meeting with selected contractor. Key discussion elements must include Construction Schedule, Phasing Plan, Utility <br />Confticts, Contractor's Staging/Yard Areas, Construction Schedule and Maintenance of Traffic Plan, <br />· The Lochner Team will review shop drawings of the proposed drainage components, perform construction observations at critical stages of <br />construction or at intervals coordinated with Prime construction manager. Write and distribute construction observation report after each site <br />visit. <br />· The Lochner Team will respond to Contractor's RFI's and clarify the construction documents as required during the construction phase. <br />· The Lochner Team will perform a Final Construction Observation to ensure satisfactory completion of all items in the Punch List and in <br />addition, review drainage As-built drawings for compliance, prepare and submit Certification of Construction Completion to the regulatory <br />agencies, <br /> <br />· The Lochner Team will coordinate execution of a Certificate of Final Acceptance and final payment to the Contractor upon satisfactory <br />completion of all items in the Punch List and receipt of all necessary close-out documentation from the Contractor, <br /> <br />Proposed Key Personnel and the Project Manager <br /> <br />A. Coordination <br />Philip Stevens, PE, Ph.D, will be the Principal-in-Charge for this contract, while Mr. Mojena will designate the project manager for the <br />different tasks assigned by the City to this project. The selection will be based on experience, efficiency and availability. Our project <br />manager will direct all project activity through the City's project manager, Regular progress/coordination meetings will be set up as <br />directed by the City, If specialty subconsultants are required, the Lochner Project Manager will serve as the single point-of-contact. <br /> <br />B. Statement of Local Availability and Degree of Accessibility to the City <br />Lochner Sunrise's office will be the responsible office for this contract. All project managers and support services will be provided from this <br />office, This office is staffed with the adequate key personnel and has been operating in the South Florida area since 2001. Should <br />additional personnel be needed, we have several other offices in Florida and many more across with country, with over 400 specialists. <br />Our offices are accustomed to work sharing, with the goal of providing you with the best solutions possible. <br /> <br />C. Mr. Mojena has 17 years of engineering experience and has personally designed and managed many <br />urban roadway transportation projects improvements for the FDOT and Municipalities throughout Miami-Dade and <br />Broward counties such as the City of Sunny Isles Beach's North Bay Road Pedestrian and Emergency Bridge, <br />providing north-south connectivity over the intra-coastal finger canals enhancing the City of Sunny Isles Emergency <br />Evacuation Routes, Mr. Mojena was also the Project Manager for the feasibility of the roadway conversion project in <br />the Town of Cutler Bay, This project entailed the conversion of a five-lane typical section into a two-lane facility with <br />bicycle corridors, and on-site parallel parking, Mr. Mojena was also active in the management and design of projects <br />for the City of Doral, in which he prepared the Design Criteria for the NW 33rd Street Design-Build RFP Package <br />which was funded by FOOT District 6 LAP/ARRA project. Mr. Mojena's diverse transportation engineering background includes work in <br />the USA, South America, Central America, and the Caribbean. He has managed projects for FHWA, the US Forest Service, state <br />transportation and transit agencies, tollway authorities, and numerous counties and municipalities.
