<br />Page IS <br /> <br />Roadway Lighting <br /> <br />Poor illumination levels can create unsafe driving conditions, This can be accentuated when the existing lighting of a section of roadway is <br />inconsistent; this creates dark spots which can confuse drivers and lead to poor visibility, particularly in rainy conditions. For this project, our Team <br />will evaluate existing illumination levels, maintenance records and nighttime accident records in an effort to identify deficient spots or sections of the <br />roadway that need improvements, The need for new service point locations will be coordinated with Florida Power and Light. Pole locations will also <br />need to be coordinated with overhead and buried utilities to make sure there will be no conflicts during installation of the lighting system and pole <br />foundations. <br /> <br />ADA Requirements <br /> <br />Pedestrian facilities will be evaluated for compliance with the Americans with Disabilities Act (ADA). Sidewalks will be evaluated for minimum clear <br />path and cross slope. Ramps will be evaluated for width, tactile texture, running slopes, and location within marked crosswalks. A common issue with <br />curb cut ramps is that it can be difficult to provide adequate landings when there are right of way constrains, Under these constrained conditions, <br />parallel ramps can be an effective solution, Another common issue is the presence of drainage structures located at the midpoint of curb returns, <br />Costly drainage relocations can sometimes be avoided by providing two independent ramps on either side of an inlet. <br /> <br />Community Awareness Plan (CAP) <br /> <br />Different task assignments will require different levels of public information. A project-specific community awareness plan can be developed for this <br />project in order to keep the community informed on specific project issues; these issues can range from lane closures during construction, impacts to <br />the access to businesses and homes, and informing the public as to duration of construction activities. The Community Awareness Plan can provide <br />the specific guidelines and strategies to help resolve potential public concerns. Our firm is experienced in dealing with roadway improvement projects <br />where the public has been kept abreast of all construction activities, We will act as an extension of the City and represent the City as necessary in all <br />public meetings. <br /> <br />Quality Assurance/Quality Control Process <br /> <br />QA/QC methodology will be enforced on all projects assigned under this contract to ensure quality deliverables, H.W. Lochner Team's Quality <br />Control Process is driven by auditing procedures with a series of checklist and color-coded procedures. <br /> <br />The responsibility for delivering quality services and products rests with the Project Manager, the Quality Control Managers and the Principal-in- <br />Charge. Lochner's QA/QC Plan is implemented at following four levels: <br /> <br />· At the Production Level: The Project Manager assigns each task to a Responsible Professional, who is qualified to perform the work. Upon <br />completion of the task, the product(s) is(are) checked by a qualified senior professional, the Quality Reviewer, who is designated for this task in <br />the QA/QC Plan through the following five-step iterative process consisting of: task completion, checking, concurrence, incorporation, and <br />verification, <br />· At the Project Manager's Level: Prior to the submittal of each deliverable to the Client, the Project Manager verifies that the five-step Quality <br />Control process described above was followed and signs-off in the Quality Control Tracking Stamp, <br />· At the Quality Control Manager's Level: The Quality Control Manager is responsible for assuring all QA/QC processes are followed <br />throughout the life of the contract. At the Principal's-in-Charge Level: The Principal-in-Charge is responsible for ensuring the Quality <br />Control/Quality Assurance Plans are carried out. The Principal-in-Charge must be satisfied that the work is properly planned, assigned, and <br />executed, and that he would be proud to personally deliver the work to the client. <br /> <br />Cost Estimates <br /> <br />The importance of developing accurate construction cost estimates cannot be overstated. Estimates need to be prepared so that the City's budget <br />can be verified or adjusted as required. It is also important that these cost estimates account for all possible elements of construction and that they <br />reflect the conditions of the current construction market. We will develop cost estimates for the City at every phase submittal and/or when required by <br />the Project Manager. <br /> <br />Bid & Award of Contract <br /> <br />The Lochner Team will be ready to assist the Prime during the Bid Phase of the project as requested by the City. The Lochner Team will attend the <br />Pre-Bid Meeting (to potentially include subsequent site visit/walkthrough) with the City's representative and prospective contractors, present the <br />roadway and drainage/stormwater design approach and respond to bidders questions, <br /> <br />LOCHNER <br /> <br />ADVANCE YOUl VISION <br />
