<br />Mr. Ortiz has over 25 years of design and management experience in a variety of civil engineering areas,
<br />specializing in the design and construction management of neighborhood improvement projects, and
<br />water/wastewater facilities. Mr. Ortiz's experience also includes Program Management of fast-track and
<br />complex water and wastewater projects, including Consent Decree programs for Miami-Dade County and
<br />Puerto Rico. With the City of New York, Mr. Ortiz functioned as Construction Manager, Resident Engineer and
<br />Field Engineer, for a variety of multi-million dollar roadway reconstruction and neighborhood improvement
<br />projects.

<br /> installation of various infrastructure improvements. CES staff are placed on a full time basis to observe several work crews in

<br /> schedule compliance, work site safety, and verification of construction adhering to the design specifications.

<br />Mr. Ortiz served as project principal for the firm, responsible for design and construction oversight of roadway improvements
<br /> as part of the County's flood reduction program. Mr. Ortiz responsibilities included planning, design review and cost estimate
<br /> preparation for the design of French drainage, roadway resurfacing and reconstruction. Mr. Ortiz also provided quality
<br /> assurance services for the firm durinq implementation of similar proiects desiqned by others, but supervised bv CES.

<br />d. Mr. Ortiz as Project Principal is currently responsible for the engineering analysis and design services for a closed storm water
<br />drainage system along SW 27'h Avenue between South Dixie Highway and South Bayshore Drive. The project consists of
<br /> widening this stretch of roadway measuring approximately 0.75 miles. Some of the design issues encountered are the
<br /> elevation changes throughout the stretch of roadway and the amount of utilities located throughout this older corridor. The
<br /> team has worked diligently to provide a technically sound and cost effective design that incorporates all of the client's
<br /> requirements and needs.
