BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope. size, and cost)

CES was contracted by the City of Jacksonville's (COJ) Public Works Department, to provide an
interactive workshop for Public Works employees and associated interagency organizations. The main
objective was to test the City's preparedness and ability to coordinate a massive effort after a major storm
with Hurricane Preparedness Drills involving emergency officials and support personnel from every major
City agencies. CES provided training in all aspects of the debris management cycle, reviewing the existing
Public Works procedures, the City's Debris Management Plan, and the Hurricane Interagency
Coordinating Procedures.

Through engaging in hands-on activities, participants were given the opportunity to assist in developing
new procedures, and make recommendations to the current plan. The workshop also tested and analyzed
the effectiveness of the associated database, providing a simulation session testing the web-based debris
monitoring reporting and documentation functions.

The exercise also gave officials the opportunity to test lines of communication between the state and local
emergency operations centers, the FEMA-approved hurricane monitoring database and its ability to
generate the necessary reports mandated by FEMA. The COJ's emergency response staff and affiliates
were able to assess their preparedness in response to an event.

The following actions were addressed due to this exercise:

./ Activation of the plan
./ Establishing debris removal priorities
./ Activation of standby contracts
./ Tracking of resources
./ Meetings and briefings

COJ

lil.ltiIIU[~IJUm

25.
