Bid Administration (selection and letting) RJ Behar has 10 Professional Engineers and 35 employees available to assist the City of Sunny Isles Beach projects. Please refer to Section 4 for a comprehensive discussion of team organization as well as their individual qualifications. During the early stages of project development, RJ Behar will seek to obtain input from the City's staff and end users, regardless of the tasks and will ensure that at the end a quality product is delivered to the City. RJ Behar will also seek to define the cost of all tasks and provide the City a preliminary cost estimate to validate programmed funding within the City's budget process. RJ Behar understands the need to provide accurate cost estimates for the development of capital improvement budgeting. Our management approach is to meet with the city's project manager and thoroughly integrate our procedures with that of the City and their process. Since the RFP does not specify a project or specific task to address, the following is a general outline of the project process on every category mentioned above to impart our understanding of the administrative requirements, which would be required for the City to enact and procure improvements in the city of Sunny Isles Beach. RJ Behar's project approach is as follows: The Project Manager is responsible for the overall successful completion, in terms of quality, timeliness, and budget. Mr. Israel Magrisso, P.E. will serve as Project Manager. The project manager is responsible for the preparation of the scope of services, procedure, staffing, work plan, schedules, estimated fee, and will have direct responsibility of the task completion. Following is a brief description of our experience and involvement on all the disciplines mentioned above. 1. STRUCTURAL a) Bridge, Retaining Walls, Building Remodeling and / or New Construction, Signals and Poles RJ Behar has provided structural design for small to medium size bridges, retaining walls, culverts, sea walls, building structures, building additions, signal mast arms and strain poles. The design of these elements will be governed by the City's, FOOT and AASHTO standards and guidelines. Our holistic approach merges structural designer with other disciplines (roadway designer, architect) throughout the project. Another important factor to consider is the constructability of the structural system. Typically during the data collection we obtain the Bridge Inspection Database (BID) or existing building plans as well as other records from the City's maintenance facilitate in developing our recommendations. RJ Behar provides the support necessary to complete a set of construction documents, as well as provide permit services required on these projects. Understanding of the structural constraints and the surrounding environment is of paramount importance when providing structural design services.
