<br />2. TRAFFIC
<br />
<br />RJ Behar offers an experienced traffic engineering staff with in-depth experience in the areas of signal timing, highway capacity, weaving
<br />analysis and traffic operations. This capability is very convenient on minor projects which involve the items noted above. Intersection
<br />improvements typically involve the installation of traffic control devices, channelization, right turn lane additions or extensions, and median
<br />openings and/or closures. Our holistic "brainstorming" approach involves our Senior Roadway Engineer and Senior Traffic Operations
<br />Engineer working together to provide an optimum design solution, thus merging roadway design and traffic engineering principles. We will
<br />obtain traffic data such as traffic counts and vehicle classifications early in the project. Furthermore, during our field review, we will observe
<br />any operation deficiencies. A controller inventory will be made and reviewed for the existing system. Recommendations to upgrade the
<br />existing signal equipment will be made as required.

<br />RJ Behar utilizes SYNCHRO 5 and Highway Capacity Software to determine the optimum signal timings taking into consideration
<br />pedestrian traffic. RJ Behar has prepared traffic reports for several cities projects that were reviewed and approved by the Miami-Dade
<br />County Public Works Department. RJ Behar has provided to the cities, such as: Fort Lauderlade, Hialeah, Sunrise, Lauderdale Lakes and
<br />Town of Southwest Ranches with signing and pavement marking plans on over 20 design projects. All existing signing and marking are
<br />inventoried for location, message and condition. Signs and pavement markings will be designed in accordance with the Manual on Uniform
<br />Traffic Control Devices (MUTCD) and the Elder User Program, and will be tabulated by pay item and station location. All intersections will
<br />be properly detailed with respect to stop bars, pedestrian crosswalks, turning radius guidelines and channelization. All damaged signs will
<br />be replaced. Signs that encroach into the clear zones will be relocated. Emphasis will be given to their placement to ensure that they will
<br />not be obstructed by shrubbery, poles, advertisement signs and bridges.

<br />3. CONSTRUCTION MANAGEMENT
<br />
<br />RJ Behar is currently providing construction management for several municipalities. Services include: analyzing construction delay claims,
<br />change orders, preparation of progress and final payment estimates, contract correspondence, preparation of minutes for various meetings
<br />and public information projects.
<br />
<br />RJ Behar provide monthly spread sheets, which provides a status report of all of the project's milestones, budgets, proposed completion
<br />date and actual completion date.

<br />4. CONSTRUCTION INSPECTION
<br />
<br />a) Construction Inspection (CEI)
<br />RJ Behar is currently providing construction inspection for several municipalities. Services include: detailed inspections during
<br />construction, certification of pre-manufactured material, monitoring conformance to construction plans and specifications, review and
<br />approval of shop drawings, review and recommend progress payments and preparation progress reports. RJ Behar is currently providing
<br />these services for the cities of Hialeah, Ft. Lauderdale, Sunrise, Hallandale Beach and Lauderdale Lakes, as well as for the Town of
<br />Southwest Ranches.
<br />b) Building and Thresholds Inspections
<br />RJ Behar has two certified threshold inspectors on its staff, which is intimately familiar with the inspection procedures and documentation
<br />requirements. RJ Behar has provided building and threshold inspections for several municipalities.

<br />5. GENERAL DESIGN WORK
<br />
<br />a) Civil Site Planning and Design
<br />RJ Behar has prepared civil site planning and design of roadway and numerous recreational facilities, for the following municipalities: cities
<br />of Hialeah, Miami, Miami-Dade County, Sunrise, Fort Lauderdale, Coral Springs and the Town of Southwest Ranches. RJ Behar has also
<br />designed recreational for the Miami-Dade County Parks and Recreation Department and for the South Florida Water Management District.
<br />RJ Behar provides the support necessary to complete a set of construction documents, as well as provide permit services required on
<br />these projects. Understanding of the site geometry, site grading and drainage usually are essential for the success of recreational facilities.
<br />RJ Behar has also prepared civil site planning and design for numerous parking facilities for the city of Hialeah, including parking facilities
<br />for the Police Facility, Lua Curtis Library, JFK Library and Wilde Park.
<br />b) Roadway Design and Drainage
<br />Typical issues which are encountered in roadway projects include:
<br />· Clear Zone - During our field review, we will pay attention to above-ground utilities, trees, light poles and drainage structures to ensure
<br />that these are outside the clear zone.
<br />· Geometrics - We will check for intersection sight distance, vertical and horizontal geometry, lateral clearance between opposing double
<br />left turns at intersections, passing sight distance, curb return radii, right-and left-turn taper lengths, and storage length at intersections.
