Drainage - We will be checking for hydroplaning, excessive spread, wheel rutting resulting in ponding areas, minimum cross slopes, and <br />minimum longitudinal grades to ensure proper runoff conveyance. In addition, we will check the condition of drainage structures. <br />· Lane widths/shoulder widths - These will be checked in accordance with City, County and FOOT standards. They vary in accordance with <br />the type of facility. <br />. HorizontalNertical Clearance - We will check vertical clearances on bridges, signal heads, and overhead sign structures. We will check <br />horizontal clearance to conform to clear zone criteria. <br />· Border width - We will check these to comply with City, County and FOOT standards and ADA requirements <br />· Guardrails - We will check that wood or steel posts are utilized; the horizontal placement meets latest City, County and FOOT standards, <br />proper end treatments, and proper connection to bridges. <br />· Side Slopes - Steep drop-offs within the clear zone will be flattened or buffered by a guardrail or a barrier wall. <br />c) Land Use and Zoning <br />RJ Behar is familiar with the City's comprehensive master plan and is in a position to assist the City in reviewing development proposals to <br />verify compatibility with the City's concurrency thresholds and requirements to meet the comprehensive plan. RJ Behar is currently <br />providing similar services to the city of Lauderdale Lakes and the Town of Southwest Ranches. <br />d) Sanitary Engineering <br />Sanitary collection system designs will be governed by permitting agency requirements and the State Standards. In evaluating collection <br />system extensions, development of design flows will be very important. Existing and proposed land uses in the new service areas will have <br />to be evaluated to assure that minimum scour velocities are achieved. Existing water consumption records will be used to analyze design <br />flows and system pipe sizes will be established which provide minimum scour velocities. A Basis of Design Report will be prepared <br />detailing design criteria for proposed system extensions. Collection systems will be designed to flow into existing pump stations whenever <br />possible. Existing pumping records will be evaluated and rehabilitation recommendations proposed. These recommendations, in the case <br />of submersible duplex pump stations will include but not be limited to: pump replacement, electrical service replacement and wet well <br />storage capacity. As inspectors for the for several sanitary engineering projects RJ Behar has familiarized itself with trench-less <br />construction including CIP, fold and form and pipe bursting. <br />e) Plans and Permitting <br />RJ Behar is familiar with the plans review process and is in a position to assist the City in the review of plans for permitting purposes <br />and/or plans prepared by consultants for the City's projects. RJ Behar is currently providing similar services to the city of Lauderdale <br />Lakes and the Town of Southwest Ranches. For the city of Lauderdale Lakes, RJ Behar's staff works under the supervision of a building <br />official. <br /> <br />6. PREPARATION OF COMPLETE CONSTRUCTION PLANS AND SPECIAL PROVISIONS FOR THE ASSIGNED PROJECTS <br /> <br />a. Upon Notice to Proceed the RJ Behar's Project Manager will prepare a detailed project schedule, which will be used to monitor <br />progress on the production of the deliverables. The project schedule will be developed based on the City anticipated contract duration <br />and our thorough understanding of the different components of this project. <br />b. After approval from the City of the scope and project schedule, we will proceed with the project development and preparation of <br />contract documents. <br /> <br />Work Plan <br />The work plans for the various projects and task orders under consideration may vary greatly. RJ Behar believes that a project will be <br />successful if it is well organized to begin with; people are properly informed as to their responsibilities, schedules and budgets. Therefore, <br />RJ Behar places a large emphasis upon the initial steps of the project on its first three tasks: <br /> <br />Field Reviews <br />RJ Behar will schedule a field review with the City's staff, if necessary. These may include the City's project manager and maintenance <br />personnel. Discussions will be aimed at reviewing the background of the project and any important issues, problems, or requirements. <br />Other agencies, as deemed appropriate, may be invited. The RJ Behar team will assess the scope of the proposed improvements. In <br />order to facilitate our team in the scope assessment, we will have a "Project Checklist" available at our field review. We will prepare <br />minutes of the field review in order to define our scope of work. In the event that the City's representative is unavailable for the site <br />meeting, RJ Behar will furnish photographs and videos of the project to point out areas of concern. This task may also include a review of <br />the permit agency requirements and preliminary meeting to insure that the alternatives developed in subsequent phases are permissible. <br />Some of this information can either be mapped in AutoCad or GIS methods, both of which we have expertise in. <br /> <br />II R.J.Behar <br /> <br />RJ BEHAR COMPANY ApPROACH To THE PROJECT SERVICES PAGE 4 <br />
