e

Data Collection
This is an extremely important phase of any project. Information for the planning area and infrastructure data will be gathered and mapped.
Of course, the following will be modified appropriately for the specific task order. All information and gathered data will be provided to the
City in electronic format.

IlL-

Data to be investigated and collected includes:
a. Existing plans.
b. Field surveys.
c. Traffic data (Volumes, Turning Movements).
d. Existing utility information.
e. adjacent streets
f. Transit network.
g. Drainage data.
h. Contamination site updated reports.
I. Groundwater table elevations.
j. Existing Utility Atlas.
k. The individuals who participate will be those whose experience and
expertise relates to the scope of the project. Typically, it would include a senior professional from the
discipline which is affected. This session serves to identify fatal flaws, value analysis, and compatibility
between disciplines. This holistic approach was utilized very successfully on other municipal projects,
where we were able to supply the City with well-documented recommendations before proceeding with the final plans. All of this was
accomplished well within our project schedule.

';.

~

.

Schedule Control
The project manager is the key to a successful schedule control; he/she is the "CEO" for the technical elements related to the project. Our
project management philosophy is to be proactive. This simply means: to search out problems and solve them before they can happen.
Our proposed project manager, Israel Magrisso, P.E., has extensive experience in a variety of city projects, large or small. Working closely
with the City staff and City's project manager, Mr. Magrisso will provide an effective work plan that will match closely with that process
employed by the City, tailored specifically for the needs of the project:

a. Staffina Plan As outlined in our organizational chart, the project will identify the key personnel, and their responsibilities as
described in our project staffing section.

b. Close Coordination subject to the needs of the specific task order, coordination will be provided on a weekly and monthly
basis, using email and other effective means as required for the specific tasks - please refer to the coordination section.

c. Interactive Team Manaaement Approach Our project approach will keep the City thoroughly informed of the project. The
team approach is the cornerstone of RJ Behar's method of doing business.

d. Use of Interactive Approach with the Citv of Sunnv Isles Beach to Accelerate Work The goal of the interactive approach
proposed by our team is to get the decision makers involved in the project from the very start. Major decisions will be
coordinated with City's staff through the City's project manager. This timely involvement allows our team to avoid false starts
and minimizes significant changes at the end.

e. Weeklv In-House Meetings We hold weekly in-house staff meetings with detailed action items to track budgets and design
activities.

f. Monthlv Proaress Meetinas Our project manager will meet with the City's project manager on a monthly basis to review the
overall Master project and its progress. A monthly progress report will be prepared.

.

II R.J.Behar

RJ BEHAR COMPANY ApPROACH To THE PROJECT SERVICES PAGE 5
