We have the technical experience to provide the City with a quality product that is
constructible in the most time and cost efficient manner. Our company philosophy is driven
by three important elements, our Technical Approach, Project Management Approach and
Quality Control.

Technical Approach: The MEI Project Manager and Task Managers have a thorough
understanding of the technical approach to be taken on any civil engineering project for the
City of Sunny Isles Beach. The first step is to define a project and understand the scope.
The Project Manager will take an active role in defining the civil engineering work
requirements to achieve the project objectives within the desired schedule. A simple
"Project Concept Report" should be prepared to identify the project goals and constraints.
This report will define existing conditions, issues, concepts and criteria as well as outline
the improvements proposed for the project. This report could be used to refine the scope
of services and establish a baseline for construction costs.

The next step is to meet with the Task Managers affected by the project and develop
realistic project schedules in coordination with the City Project Manager. Once the
schedules are approved, the scope of services is set and the work order is issued. In turn,
the Task Managers will organize their staff and begin the production of the project
documents. This will apply to all projects (water and wastewater infrastructure
improvements, roadway and drainage reconstruction, traffic studies, design and master
planning, surveying, sub-surface utility engineering, street calming and streetscape, design
survey services, topography, and public involvement). During production, the Project
Manager will maintain close coordination with the Task Managers and the City Project
Manager to ensure that all activities are accomplished according to schedule and budget.
This will be accomplished through effective staff meetings and progress meetings. The
Project Manager will also monitor the Quality Control Program established for this project
and make sure it is adhered to. Once the project is completed and submitted to the City
the MEI team will continue to monitor the project and be available to further assist the City
with project issues.

Project Management Approach: Our Project Management approach begins with the
selection of an experienced professional, Ramon Soria, P.E. that has managed many
similar successful projects in Civil Engineering. Mr. Soria is goal-oriented, a great
communicator, and understands the coordination efforts required to "get the job done". Mr.
Soria has over 23 years of experience managing major design and construction projects
throughout Florida. As President of Marlin Engineering, Inc. and your Project Manager, he
will have all the resources required at his disposition for this project.

Our Project Manager will coordinate with the Task Managers, which will perform the tasks
related to the project. Mr. Soria, will work with each of the Task Managers to complete the
individual tasks on the schedule and in a manner consistent with the goals of the project.
Task Managers will also have to interrelate on multidiscipline projects. Priorities will be
established by the Project Manager for the completion of the tasks on each project. He

~~~~a!t,
