The Project Manager will keep the close <br />relationship between task managers in order to achieve the common objective. The Project <br />Manager will have the ability to add special resources or remove resources to meet the <br />required schedule without going over budget. Our Project Manager will work closely with <br />other governmental agencies. Mr. Soria is very knowledgeable of regulatory requirements <br />and City policies that may concern the project. Mr. Soria will also work closely with utility <br />companies in conjunction with our in-house utility coordinator, to ensure timely conflict <br />resolution and thus avoid schedule impacts. <br /> <br />Project planning and control are essential elements of the success of the project and are <br />activities for which the Project Manager is directly responsible. Mr. Soria will develop a <br />project schedule using either Primavera or Microsoft Project. The schedule will determine <br />the relationship of different tasks to each other and schedule these tasks so the project is <br />carried out logically and efficiently. For budget management, Mr. Soria will maintain budget <br />controls of the design contract through the constant monitoring of budget reports. <br />Construction budgets will also be analyzed at the 60% complete phase. This will allow the <br />Project Manager to make adjustments in the Design to meet the allocated funds for the <br />project or increase the allocated funds if the City desires. Understanding human resources <br />required on a specific project is an important part of staying within schedule and budget. At <br />the time of negotiating a work order with the City, the Project Manager and Task Manager <br />will perform a manpower utilization analysis to determine the correct number of employees <br />required to accomplish a task. Mr. Soria will be able to adjust human resources <br />accordingly to ensure client satisfaction. <br /> <br />Quality Control: The quality control of civil engineering projects covers several elements <br />that collectively assure that a sound product and the required services are provided. All <br />engineering documents shall meet the established standards and guidelines set by the <br />City, County, State, and Federal governing agencies. A quality control plan shall be <br />defined and approved for each project that highlights the process, time durations of <br />activities (peer review, independent reviews, check lists, etc.) and the standards and <br />requirements by which the engineering documents of the project are to abide by. In <br />addition, a constructability review will assure that any proposed improvements can be <br />carried into the construction phase of the project. A specific item that should not be <br />overlooked in the quality control review and hence design process is the maintenance of <br />the final roadway after construction is complete. It is important that the City's Public Works <br />Department have the resources (contract, equipments, and personnel) to maintain all <br />elements of the proposed project's improvements. In addition to the control of the quality of <br />the product(s) that result from the engineering services, the engineering services <br />themselves should go through a quality review to assure that specified work is being done <br />at a high level and to the satisfaction of the City. Routine surveys performed by person(s) <br />not specifically involved in the project will be conducted to assure unbiased performance <br />evaluations.
