<br />6.1 List of the Proposed Personnel
<br />
<br />Ramon Soria, P.E., Principal-in-Charge. I Project Manager_ Mr. Soria has over 20 years of
<br />experience in the areas of Management, Planning, Design, and Implementation of Transportation
<br />Systems, Traffic and Transportation Engineering, Highway Design, Project Development and
<br />Environmental Studies, and Expert Witness Testimony, As President of Marlin Engineering, Mr.
<br />Soria will be available to the City, at the City's request. Internally, Mr. Soria will maintain close
<br />coordination with the Project Manager to ensure services are provided at the highest level of
<br />quality.

<br />Sergio Alfonso, Jr., P.E., Task Manager I Quality Control Officer_ Mr. Alfonso possesses more
<br />than thirty years of experience in all phases of civil, traffic and transportation engineering. Range of
<br />expertise includes project management, quality control management, highway design, supervision
<br />of roadway design and construction plans, typical sections, horizontal and vertical alignment,
<br />drainage, traffic control plan (MOT), utility coordination, signing and pavement marking,
<br />signalization, roadway lighting, construction cost estimate, parking lot layout, roadway capacity
<br />analysis, traffic signal warrant analysis, collection of statistical traffic data such as rail-highway
<br />crossing (RHCI), traffic characteristic inventory (TCI), roadway characteristic inventory (RCI),
<br />turning movement, average daily traffic, vehicle gap and delays, technical support, technical and
<br />price proposal, budgeting and invoicing of professional services.

<br />Guido van Meek, P.E., Task Manager I General Civil Engineering. Mr. van Meek was the
<br />project manager for the Miami-Dade County Water and Sewer, Infiltration-Exfiltration-Inflow
<br />program and also managed the FEMA funded, Miami-Dade County-wide drainage improvement
<br />program assignments. With over 38 years of experience in private and municipal civil and sanitary
<br />engineering and planning, Mr. van Meek has been involved in business development, project
<br />management, construction supervision, and design of numerous projects both in the public and
<br />private sectors in the United States and abroad since 1963. These projects include airports,
<br />roadways, water transmission and distribution, sanitary sewer collection treatment and disposal,
<br />commercial and industrial buildings, educational and institutional facilities, as well as residential
<br />development projects.

<br />Hesham Elbadrawi, Ph.D., P.E., Task Manager I Transportation Planning. Mr. Elbadrawi has
<br />over 19 years of engineering experience, of which 7 years are in transportation planning and traffic
<br />engineering with emphasis in traffic and roadway data collection, traffic analysis and highway
<br />design. He has performed, supervised and managed several traffic engineering studies,
<br />transportation planning, GIS and map development work orders for numerous municipal and state
<br />clients. Mr. Elbadrawi has extensive experience in the development, calibration and validation of
<br />traffic simulation models. Also, Mr. Elbadrawi has extensive experience managing RCI, functional
<br />classification, roadway transfers, project traffic forecasting, database management, GIS and
<br />mapping application, roadway and traffic data collection, traffic operational and safety studies,
<br />neighborhood traffic management studies and access management. He has very strong analytical
<br />and managerial skills. Mr. Elbadrawi is currently in-charge of all transportation planning and traffic
<br />engineering activities at Marlin Engineering, Inc.
<br />
<br />Miguel Soria, P.E., Task Manager I Constructability. Mr. Soria has more than 15 years of
<br />experience designing and managing highway projects. As Internal Design Project Engineer with
<br />FDOT District Six for eight years, he became acquainted and acquired the "know how" necessary to
<br />design and deliver top quality contract documents. With Marlin Engineering, Mr. Soria's
<br />accomplishments include being the Engineer of Record for the NW 25th Street Reconstruction and
<br />Viaduct project and designing the geometrics for the Indian Creek Reconstruction Project which
<br />included the removal of the existing flyover from 63rd Street to Indian Creek Drive. With this type of
<br />major project experience, Mr. Soria now leads the Construction Management Department of Marlin
