For example, MEI was
responsible for the engineering design of the proposed improvement/mitigation system as
defined by the Miami-Dade County Public Works Department/FEMA, which consisted of the
restoration of County Roads damaged by flooding and construction of measures to mitigate
potential flooding in the future. MEI was instrumental in developing a set of standard
procedures, such as site visits previous to the design, fast track design preparation,
engineering cost estimates, construction specifications, design packages formats and
assistance in the preparation of the environmental permit (local, state, and federal),
applications procedures.

Management of Submittals by the Contractor, Responses to RFI's, and Contract
Close-out (Post Design Services)

MEI will provide post design services including the review of shop drawings submitted by
the contractor and the timely responses to RFl's. MEI through its experience in providing
construction engineering inspection (CEI) services in Florida including the City of Sunny
Isles Beach has developed an internal process which assures that RFl's will be responded
to within twenty four hours. Once post design services are complete, Marlin will assist in
closing out the construction contract by confirming that post design services are complete,
and "walking through" the final punchlist to ensure that all construction issues have been
addressed.

Project Manager's Experience

Ramon Soria, P.E., Principal-in-Charge. As President of
Marlin Engineering, Mr. Soria will be available to the Department, at the Department's
request. Internally, Mr. Soria will maintain close coordination with the Project Manager to
ensure services are provided at the highest level of quality.

Project Manager's List of Similar Projects

.
