Master plan will
be developed and projects will be prioritized for implementation.

Identify design options for parking structures: Estimate of parking demand and circulation
patterns will be investigated. Alternatives for parking structures will be developed and
evaluated following a design criteria previously approved by the City.

Preparing cost estimates for proposed improvements: Using current unit costs, the
estimates will reflect local costs used for similar projects in the area. Community as well as
user benefits will be estimated for each option, within the CRA parameters.

Traffic Analyses and related street and sidewalk studies and plans: The MEI Team is
ready to provide high quality consultant services with our specialized staff in traffic
engineering, transit and multi-modal planning. The MEI team has proven experience in
numerous similar traffic engineering studies for the Cities of Miami Beach, Coral Gables,
South Miami and the Florida Department of Transportation, Planning Office, Districts 4 and
6. MEI has conducted studies and prepared traffic engineering reports including traffic data
collection, intersection and arterial analyses, traffic modeling, traffic projections and
recommendations on road improvements ranging from short-term to long-term alternatives.
MEI has also prepared all required information and provided coordination services with
permitting agencies, utility companies and state/county officials in numerous similar
projects. MEI has developed construction phases and adequate maintenance of traffic
(control) plans for safe implementation of improvement projects

Transportation Design for Major and Minor
Projects: The MEI team has participated in numerous
transportation design projects throughout the State of
Florida. The design team at Marlin Engineering has
experience in 3R resurfacing projects in every county
up to Indian River County, reconstruction projects such
as the Indian Creek Reconstruction project including
the replacement of the 63rd Street flyover with a triple
left turn lane and a major project such as the NW 25th
Street Viaduct including the construction of a viaduct
over the SR 826 (Palmetto Expressway).

Management of the Permitting Process and Experience with Regulatory Agencies

Capital Improvement Projects that affect the existing drainage system, increase impervious
areas and/or discharge into an underground storage will require permitting from the
appropriate regulating agencies such as Miami Dade County, Department of Environmental
Resource Management (DERM), South Florida Water Management District (SFWMD), and
the Florida Department of Environmental Protection. It is imperative that the required
permits are identified early and the respective agency review and approval process be
considered and incorporated into the schedule. Early coordination with the agencies is a
must for all projects so as to define the requirements of the submittals, including
documentation and applications, avoiding unnecessary delays or re-submittal.

--

~~~~a!t,
