Controlling changes to tasks 3.a.5 Health and Safety Shaw has one of the lowest EMRs in the industry: 0.52. Our Health and Safety Program consists of a compre- hensive, two-volume set of health and safety procedures. These procedures are available at every Shaw office and project site location. Procedures establish the minimum requirements necessary to safely perfonn all aspects of hazardous, toxic, and radioactive waste operations. All subcontractors under the direction of Shaw must also comply with these program requirements. . 3.b Personnel Shaw's key personnel that will be devoted to this contract were chosen for their depth of experience relative to this work and for their history of successful execution of projects with USACE, DoD, FDOT, FDEP, DERJV[, and others. These qualified staff members have extensive experience in providing the services the City seeks. We are confident Shaw's team will provide services to the City of Sunny [sles Beach that are more efficient, more cost effective, and more reliable than the City of Sunny Isles Beach has experienced from any consultant heretofore. Exhibit 3-1 provides a depiction of the organization and Exhibit 3-2 provides a summary of the key personnel assigned to the project as well as their availability. The organizational structure of our personnel and staffing plan is embodied by established capabilities and resources directed by strong project management. The management team focal points for this contract are the Project Manager and Technical Services Leads. The proposed organization for this contract is included in Section 7, with personnel resumes. Shaw is prepared to begin serving the City upon signing this contract. We are committed to timely and responsive services and have the availability to provide them. You will note that our team is made up of highly skilled individuals, some of whom have limited history in Florida. This is because Shaw creates opportunities for its personnel commensurate with our business growth. Some of our personnel included on our team will be newly transferred to this area. . 3.c Approach to Projects Once a task order is awarded to Shaw, our PM will determine the best execution approach to achieve a quality design product within the given scope and budget. Our work process flow is streamlined and A Team Unequaled . Project Manager with experience managing programs with local city . Technical experts well known and respected for their successful projects-they have not only done it before, but they have done it better, faster, cheaper than others . Team committed to its surrounding communities and backed by vast resources of our large company automated. (Exhibit 3-2 illustrates the process.) Should the City have need of expertise not now anticipated, Shaw has access to designers with extensive expertise in areas beyond those identified in the City's RFQ. Shaw's PM can easily tap into those resources. lf a designer is located in a remote office, our design process facilitates communication and collaboration so that the location of the design work is seamless to the City. Daily conference calls, a common design platfonn and procedures, and as-needed, trips to project sites by the staff make our work efficient and enhance the quality. 3.c.1 Engineering Design Development, Analysis and Cross-Discipline Coordination Within Shaw, our engineering standards require cross- discipline coordination and signoffs, assuring the City of high quality engineering products. As project solutions are devised, we will ensure that both quality assurance reviews and peer reviews are done in order to capture interdisciplinary concems and apply them to the final product. Beginning with a reviewal' available data about the project site and an analysis of possible deficiencies/ gaps in data, applicable local, state, and national codes, Shaw develops preliminary designs using sound engineering practices that implement proven industry standards and take advantage of current technology. The breadth of our engineering knowledge and experience gives us the ability to analyze the most difficult problems and provide the optimum solutions. We consider a number of factors in reaching the best design solution including: . Design Complexity: Is this a unique, cutting edge design or a common design? . Constructability: Can the project be built and function as designed?
