<br />CITY OF SUNNY ISLES BEACH <br /> <br />QUALIFICATIONS FOR PROFESSIONAL GENERAL ENGINEERING CONSULTANT <br /> <br />It <br /> <br />. Organizing work during the estimate phase into <br />discrete and clearly definable tasks or work elements <br />. Establishing a cost/schedule baseline for each task <br />. Tracking and monitoring progress against baseline <br />. Forecasting costs <br />. Controlling changes to tasks <br /> <br />3.a.5 Health and Safety <br /> <br />Shaw has one of the lowest EMRs in the industry: 0.52. <br />Our Health and Safety Program consists of a compre- <br />hensive, two-volume set of health and safety procedures. <br />These procedures are available at every Shaw office and <br />project site location. Procedures establish the minimum <br />requirements necessary to safely perfonn all aspects of <br />hazardous, toxic, and radioactive waste operations. All <br />subcontractors under the direction of Shaw must also <br />comply with these program requirements. <br /> <br />. <br /> <br />3.b Personnel <br /> <br />Shaw's key personnel that will be devoted to this <br />contract were chosen for their depth of experience <br />relative to this work and for their history of successful <br />execution of projects with USACE, DoD, FDOT, <br />FDEP, DERJV[, and others. These qualified staff <br />members have extensive experience in providing the <br />services the City seeks. We are confident Shaw's team <br />will provide services to the City of Sunny [sles Beach <br />that are more efficient, more cost effective, and more <br />reliable than the City of Sunny Isles Beach has <br />experienced from any consultant heretofore. <br /> <br />Exhibit 3-1 provides a depiction of the organization <br />and Exhibit 3-2 provides a summary of the key <br />personnel assigned to the project as well as their <br />availability. The organizational structure of our <br />personnel and staffing plan is embodied by established <br />capabilities and resources directed by strong project <br />management. The management team focal points for <br />this contract are the Project Manager and Technical <br />Services Leads. <br /> <br />The proposed organization for this contract is included <br />in Section 7, with personnel resumes. <br /> <br />Shaw is prepared to begin serving the City upon <br />signing this contract. We are committed to timely and <br />responsive services and have the availability to provide <br />them. You will note that our team is made up of highly <br />skilled individuals, some of whom have limited history <br />in Florida. This is because Shaw creates opportunities <br />for its personnel commensurate with our business <br />growth. Some of our personnel included on our team <br />will be newly transferred to this area. <br /> <br />. <br /> <br />3.c Approach to Projects <br />Once a task order is awarded to Shaw, our PM will <br />determine the best execution approach to achieve a <br /> <br />quality design product within the given scope and <br />budget. Our work process flow is streamlined and <br /> <br />A Team Unequaled <br /> <br />. Project Manager with experience managing programs <br />with local city <br />. Technical experts well known and respected for their <br />successful projects-they have not only done it <br />before, but they have done it better, faster, cheaper <br />than others <br />. Should <br />the City have need of expertise not now anticipated, <br />Shaw has access to designers with extensive expertise <br />in areas beyond those identified in the City's RFQ. <br />Shaw's PM can easily tap into those resources. lf a <br />designer is located in a remote office, our design <br />process facilitates communication and collaboration so <br />that the location of the design work is seamless to the <br />City. Daily conference calls, a common design platfonn <br />and procedures, and as-needed, trips to project sites by <br />the staff make our work efficient and enhance the <br />quality. <br /> <br />3.c.1 Engineering Design Development, <br />Analysis and Cross-Discipline <br />Coordination <br />Within Shaw, our engineering standards require cross- <br />discipline coordination and signoffs, assuring the City <br />of high quality engineering products. As project <br />solutions are devised, we will ensure that both quality <br />assurance reviews and peer reviews are done in order to <br />capture interdisciplinary concems and apply them to <br />the final product. <br /> <br />Beginning with a reviewal' available data about the <br />project site and an analysis of possible deficiencies/ <br />gaps in data, applicable local, state, and national codes, <br />Shaw develops preliminary designs using sound <br />engineering practices that implement proven industry <br />standards and take advantage of current technology. <br />The breadth of our engineering knowledge and <br />experience gives us the ability to analyze the most <br />difficult problems and provide the optimum solutions. <br />We consider a number of factors in reaching the best <br />design solution including: <br /> <br />. Design Complexity: Is this a unique, cutting edge <br />design or a common design? <br />. Constructability: Can the project be built and <br />function as designed?
