<br />CITY OF SUNNY ISLES BEACH <br /> <br />QUALIFICATIONS FOR PROFESSIONAL GENERAL ENGINEERING CONSULTANT <br /> <br />e <br /> <br />We take advantage of to day's available technology to <br />seamlessly communicate with one another and bring <br />the needed expertise to bear on every project. We <br />provide a local service and solutions team and <br />incorporate the work of local experts/providers in an <br />integrated project team. This ability to adapt our <br />approach and utilize technology appropriately provides <br />tremendous value to our clients as they can be sure that <br />their resources are being spent efficiently and cost <br />effectively. <br /> <br />. <br /> <br />3.a Management Approach <br /> <br />One of the many advantages Shaw brings to the City in <br />providing environmental engineering services is our <br />comprehensi ve service capability. <br /> <br />We understand the desire of the City to accomplish its <br />tasks in a timely manner. Unlike many consultants, <br />Shaw is able to swiftly undertake and complete all <br />aspects of such a project using the same project <br />structure and management personnel. This will bring <br />efficiencies that will result in cost savings and high <br />quality end results. <br /> <br />Our contract management approach does not require <br />joint venture arrangements or division of the scope of <br />services. The City of Sunny [sles Beach will only need <br />to make one phone call for a wide range of services. <br /> <br />Contract and project management are a function of <br />technical knowledge, scope definition, schedule, and <br />cost tracking. Shaw's managers are leaders in the <br />industry. <br /> <br />3.a.1 Organizational Structure <br /> <br />The organizational structure is embodied by established <br />capabilities and resources directed by strong project <br />management. The management team focal point for this <br />contract is the Program Manager (Jordanna Rubin), <br />with her Technical Services Leads acting as secondary <br />contacts. The management team is supported by Health <br />& Safety, QAlQC, and the Contract Administrators to <br />assist in project execution. <br /> <br />The proposed organization for this contract is included <br />in Section 7 of the SF 255. You will note that beneath <br />each technical service is a cadre of experts, who will be <br />there when you need them, but only when you need <br />them. This organizational structure provides the <br />following benefits to the City of Sunny [sles Beach: <br /> <br />. A central management team that provides the City of <br />Sunny Isles Beach with a primary point of contact <br />. Clearly established lines of communication and <br />responsibility <br />. Experienced leadership for efficient operation <br />. Proven performance on previous contracts <br /> <br />. <br /> <br />SHAW ENVIRONMENTAL, INC. <br /> <br />06C122006T <br /> <br />Our Project Manager, Jordanna Rubin, will be the <br />primary point of contact for receipt of work <br />assignments and will be accessible to the City of Sunny <br />[sles Beach at all times. Ms. Rubin can be contacted 24 <br />hours a day at the Shaw Miami Lakes office or through <br />her cellular phone. <br /> <br />3.a.2 Overview of Shaw's Project Control <br />System <br /> <br />Shaw understands that accurate, real-time tracking of <br />milestones, costs incurred and committed, as well as <br />trend analysis for future project costs, are of the highest <br />priority for our clients. <br /> <br />The Shaw management infonnation system (MlS) is a <br />fully functional and integrated system capable of <br />managing highly complex projects. The system is <br />crafted around real-time communication and cost/ <br />schedule monitoring and control. Shaw uses <br />Timberline™ estimating, PrimaveraTl\I, J.D. Edwards, <br />and proprietary cost tracking software for managing <br />and processing data for estimating, scheduling, <br />budgeting, accounting, and reporting costs by different <br />funding sources and work breakdown structure. <br /> <br />Shaw's M[S provides the capability to define and <br />maintain a performance measurement baseline and <br />enable comparison of actual versus scheduled <br />performance or budgeted cost, including detailed <br />variance analyses at the work item level for individual <br />resource categories (e.g., labor, equipment, material, <br />and subcontracts). <br /> <br />3.a.3 Schedule Control <br /> <br />Shaw's scheduling process is based on experienced <br />schedulers assigned to the project, reliable field reports <br />showing daily progress, and proven and accurate <br />software. <br /> <br />Shaw has been using Primavera™ software for <br />scheduling for the past 8 years. All projects have <br />resource-loaded schedules. These schedules are <br />updated, at a minimum, every week. The effecti ve <br />execution of work will require careful planning and <br />coordination of project resources. <br /> <br />The project schedule is a planning tool that requires <br />continual review and updating throughout the project. <br />The site sequencing plans provide the site-specific <br />infonnation required to ensure that the work is <br />successfully accomplished within the time frames <br />established in the project schedule. <br /> <br />3.a.4 Cost Control <br /> <br />Shaw's productivity management processes are an <br />integral and critical element of cost control. This <br />ensures the tracking of both Shaw and subcontractor <br />costs and leads to accurate productivity analysis and <br />cost control.
