This four -story, 168,000 SF L- shaped Government <br />Complex located on a four acre site is home to <br />most Volusia County agencies and departments, <br />including the administrative functions of the County <br />Sheriffs office. Originally conceived by the Owner <br />as a eight -story structure, but through a master <br />planning effort, the Spillis Candela design team <br />was able to convince the County that a building <br />of this height would be out of scale with down- <br />town Deland. To achieve the correct massing, <br />Spillis Candela proposed to combine property <br />owned by the County along with property put forth <br />by the City to achieve the appropriate solution in <br />this urban context. Situated across from an ex- <br />isting historic Courthouse, Spillis Candela cre- <br />ated a quadrangle with important downtown gov- <br />ernment buildings and landmarks. The building's <br />development included the tie-in of the central busi- <br />ness district through a city -block long streetscape. <br />Public access is directed along the arcaded edge <br />of the plaza, ending in a dramatic, sunlit rotunda <br />that soars the full height of the building. <br />Central to the building's function is a 165 -seat <br />Council Chamber, which is monitored from a con- <br />trol booth for all production work including light/ <br />sound levels and pre - programmed presentations. <br />The building includes both private and open -plan <br />offices on 37,000 SF floorplates. Flexibility for <br />change and growth in governmental activitieswere <br />integral to the buildings design, with a flat carpet <br />cable system distributing telecommunications <br />and power wiring to open -plan areas. <br />W <br />1, <br />IRT � -Ni <br />I* Spillis Candela DM1M <br />
