During that time Mr. O'Leary has performed a variety of tasks for the City including the development of landscape plans and cost estimates for both public and private sector projects; review and comment on submitted landscape plans; the creation of a new landscape ordinance; and training and advisory services to Code Compliance Officers. Mr. o t Learys duties often involve direct public contact and negotiations with property owners, and appearances before the City Council, Planning and Zoning Board and other public forums. During the time of Mr. O'Learys employment, I have found him to be extremely knowledgeable and professional, as well as enthusiastic, responsive and dependable. In addition, a number of projects designed by Mr. O'Leary have been completed with very satisfactory, and often dramatic results. As a consequence, and through the implementation of the new code, the quality of landscaping presented by subsequent developers and property owners has be significantly raised.
