Dylan Larson <br />Assistant Director of Environmental Services <br />Page 2 <br />Relevant Project Experience: <br />Carver Middle School, a 4 -acre gopher tortoise pre- <br />serve area requiring relocation to a suitable habitat area <br />to allow necessary expansion of academic facilities for <br />the School District of Palm Beach County. Services <br />provided included: field surveying for gopher tortoise popu- <br />lations on donor recipient sites; habitat management plan <br />development; permitting, and physical relocation. <br />Various School Board of Broward County Projects, <br />a consulting contract to the School Board of Broward <br />County for three years. Services being provided to <br />schools, such as Palm Cove Elementary and K -91 El- <br />ementary School, include: environmental permitting; miti- <br />gation transfer of credits to the Florida Wetlandsbank; <br />lift station design; recreation and playground areas; bus <br />facility parking upgrades; water, sewer, paving and drain- <br />age design; construction documents and monitoring; <br />wetland delineation; mitigation monitoring, maintenance <br />coordination, and permit compliance. <br />• Environmental Academic and Outdoor Recreation <br />Village, a 72 -acre site owned by the City of Pembroke <br />Pines including a school and associated facilities with <br />15 -acres of on -site mitigation. Services provided include: <br />environmental permitting through USACOE, SFWMD, <br />and BCDPEP; agency jurisdictional determinations; de- <br />signing of the mitigation area and boardwalk features; <br />and the design of an on -site drainage system. <br />Immokalee Education Complex,a 4 -acre education <br />complex on the Immokalee Seminole Reservation in <br />Collier County. Services provided included: jurisdictional <br />determination of wetlands; surface water management <br />design; paving, drainage, water and sewer design; and <br />dredge and fill permitting through the U.S. Army of Corps <br />of Engineers. <br />Roebuck Road Corridor Study, an environmental due <br />diligence and investigation of a ±50 -acre parcel for <br />roadway corridor alignment feasibility in Palm Beach <br />County. Services provided included: environmental field <br />investigations including habitat mapping, plant species <br />listing, wildlife analysis, and soils /hydrological indicator <br />mapping; Global Information Systems (GIS) interpretation <br />of data; GIS map production; and mitigation feasibility <br />study for project impacts. Additional environmental due <br />diligence was analyzed according to South Florida Water <br />Management District (SFWMD) and United States Army <br />Corps of Engineers (USACOE) environmental regulations. <br />St. Lucie Gatlin Boulevard, a 430 -acre residential and <br />commercial development project in St. Lucie County. <br />Services provided include: environmental permitting, and <br />mapping of conservation areas; topographic and boundary <br />surveys; and drainage. Environmental investigations <br />included Global Positioning System (GPS) mapping of <br />wetland and other vegetation communities on -site, tree <br />inventory, and wildlife utilization analysis. Environmental <br />maps were designed using Geographic Information <br />System (GIS). <br />Martin County Parcel, a 323 -acre residential project in <br />Stuart which includes wetlands, upland preserve and wet- <br />land mitigation. Services provided include: environmen- <br />tal permitting with U.S. Army Corps of Engineers, South <br />Florida Water Management District and Martin County; <br />preliminary engineering and Environmental Resource <br />Permit (ERP). <br />Florida Wetlandsbank, a 450 -acre entrepreneurial <br />fresh water wetland mitigation bank in Pembroke Pines. <br />This project won the 1998 Florida Institute of Consulting <br />Engineers (FICE) Grand Award for Engineering Excel- <br />lence. Services provided included: site planning; exten- <br />sive negotiations with permitting agencies, including the <br />U.S. Army Corps of Engineers, South Florida Water Man- <br />agement District and the Broward County Department of <br />Planning and Environmental Protection, to secure dredge <br />and fill, and water management permits; establishment <br />of a mitigation credit system; design of a balanced wet- <br />land ecosystem including a wide variety of fresh water <br />habitats and hydroperiods necessary for a dynamic self - <br />sustaining system; extensive hydrologic studies and re- <br />views to optimize critical hydrologic parameters; prepa- <br />ration of bid documents; contract administration; con- <br />struction phasing; cost estimates; wildlife stress man- <br />agement plans; and construction inspection and post <br />construction monitoring. <br />Kiwanis Park Mitigation Project, a ±6 -acre cypress <br />wetland mitigation area in the City of Coral Springs Park <br />System. Services provided include: environmental in- <br />vestigations and assessment; hydrological analysis of <br />site; development of management recommendation plan; <br />preservation and enhancement of specific habitats; hy- <br />drologic enhancement design and implementation within <br />specific habitats; continuing monitoring of ecological res- <br />toration; and permit compliance. <br />• Florida Department of Transportation, Districtwide <br />Miscellaneous Environmental /Engineering Services, <br />the prime consultant in providing miscellaneous environ- <br />
