Dylan Larson Assistant Director of Environmental Services Page 2 Relevant Project Experience: Carver Middle School, a 4 -acre gopher tortoise pre- serve area requiring relocation to a suitable habitat area to allow necessary expansion of academic facilities for the School District of Palm Beach County. Services provided included: field surveying for gopher tortoise popu- lations on donor recipient sites; habitat management plan development; permitting, and physical relocation. Various School Board of Broward County Projects, a consulting contract to the School Board of Broward County for three years. Services being provided to schools, such as Palm Cove Elementary and K -91 El- ementary School, include: environmental permitting; miti- gation transfer of credits to the Florida Wetlandsbank; lift station design; recreation and playground areas; bus facility parking upgrades; water, sewer, paving and drain- age design; construction documents and monitoring; wetland delineation; mitigation monitoring, maintenance coordination, and permit compliance. • Environmental Academic and Outdoor Recreation Village, a 72 -acre site owned by the City of Pembroke Pines including a school and associated facilities with 15 -acres of on -site mitigation. Services provided include: environmental permitting through USACOE, SFWMD, and BCDPEP; agency jurisdictional determinations; de- signing of the mitigation area and boardwalk features; and the design of an on -site drainage system. Immokalee Education Complex,a 4 -acre education complex on the Immokalee Seminole Reservation in Collier County. Services provided included: jurisdictional determination of wetlands; surface water management design; paving, drainage, water and sewer design; and dredge and fill permitting through the U.S. Army of Corps of Engineers. Roebuck Road Corridor Study, an environmental due diligence and investigation of a ±50 -acre parcel for roadway corridor alignment feasibility in Palm Beach County. Services provided included: environmental field investigations including habitat mapping, plant species listing, wildlife analysis, and soils /hydrological indicator mapping; Global Information Systems (GIS) interpretation of data; GIS map production; and mitigation feasibility study for project impacts. Additional environmental due diligence was analyzed according to South Florida Water Management District (SFWMD) and United States Army Corps of Engineers (USACOE) environmental regulations. St. Lucie Gatlin Boulevard, a 430 -acre residential and commercial development project in St. Lucie County. Services provided include: environmental permitting, and mapping of conservation areas; topographic and boundary surveys; and drainage. Environmental investigations included Global Positioning System (GPS) mapping of wetland and other vegetation communities on -site, tree inventory, and wildlife utilization analysis. Environmental maps were designed using Geographic Information System (GIS). Martin County Parcel, a 323 -acre residential project in Stuart which includes wetlands, upland preserve and wet- land mitigation. Services provided include: environmen- tal permitting with U.S. Army Corps of Engineers, South Florida Water Management District and Martin County; preliminary engineering and Environmental Resource Permit (ERP). Florida Wetlandsbank, a 450 -acre entrepreneurial fresh water wetland mitigation bank in Pembroke Pines. This project won the 1998 Florida Institute of Consulting Engineers (FICE) Grand Award for Engineering Excel- lence. Services provided included: site planning; exten- sive negotiations with permitting agencies, including the U.S. Army Corps of Engineers, South Florida Water Man- agement District and the Broward County Department of Planning and Environmental Protection, to secure dredge and fill, and water management permits; establishment of a mitigation credit system; design of a balanced wet- land ecosystem including a wide variety of fresh water habitats and hydroperiods necessary for a dynamic self - sustaining system; extensive hydrologic studies and re- views to optimize critical hydrologic parameters; prepa- ration of bid documents; contract administration; con- struction phasing; cost estimates; wildlife stress man- agement plans; and construction inspection and post construction monitoring. Kiwanis Park Mitigation Project, a ±6 -acre cypress wetland mitigation area in the City of Coral Springs Park System. Services provided include: environmental in- vestigations and assessment; hydrological analysis of site; development of management recommendation plan; preservation and enhancement of specific habitats; hy- drologic enhancement design and implementation within specific habitats; continuing monitoring of ecological res- toration; and permit compliance. • Florida Department of Transportation, Districtwide Miscellaneous Environmental /Engineering Services, the prime consultant in providing miscellaneous environ-
