BRUNNER, P.E. <br />Associate/Transportation Planning and Traffic Engineering <br />Mr. Brunner has over twelve (12) years of experience <br />in transportation planning and traffic engineering for <br />both public and private sector clients. <br />EDUCATION <br />Bachelor of Science in Civil Engineering, 1987 <br />Vanderbilt University, Nashville, Tennessee <br />PROFESSIONAL REGISTRATION <br />Professional Engineer, State of Florida, No. 47612 <br />QUALIFICATIONS <br />Mr. Brunner has over twelve (12) years of experience <br />in transportation planning and traffic engineering. <br />His areas of transportation planning expertise include <br />the application and refinement of regional and <br />subarea demand models for regional planning and <br />design needs; conceptual design and alternatives <br />analysis for roadway facilities; transportation <br />analysis associated with amendments to Local <br />Government Comprehensive Plans and Trafficways <br />Plans; regional and site - related transportation <br />concurrency evaluations; the master planning of <br />large multi -use PUD's including land <br />usettransportation system alternatives and trade -off <br />analysis; Development of Regional Impact (DRI) <br />studies; and the development of design traffic <br />forecasts for major roadway projects. <br />His traffic engineering experience includes arterial <br />and intersection operational analysis; level of service <br />evaluation, accident history and expert witness <br />investigation; access management; and traffic safety <br />studies. Mr. Brunner is very familiar with the various <br />Florida Administrative Code Rules and State Statutes <br />pertaining to transportation and land use planning <br />within the State of Florida. <br />Currently, Mr. Brunner is the Consulting City Traffic <br />Engineer and Development Review Committee <br />(DRC) reviewer for a number of municipalities. He <br />participates in all transportation and land use policy <br />decisions made by the municipalities. His responsi- <br />bilities include transportation concurrency <br />monitoring, comprehensive planning and <br />intergovernmental coordination with local, state and <br />regional agencies. Mr. Brunner has written several <br />ordinances pertaining to transportation concurrency, <br />traffic performance standards and the installation of <br />traffic control devices. <br />PROJECT EXPERIENCE: <br />General Engineering and Planning Services (Traffic <br />Engineering), City of Weston <br />Providing as- needed traffic engineering and planning <br />services for the City of Weston, including traffic control <br />recommendations, traffic conditions monitoring, traffic <br />operations analysis, traffic impact and site plan review, <br />comprehensive planning, ordinance development, trans- <br />portation concurrency, intergovernmental coordination with <br />Broward County Traffic Engineering Division, Broward <br />County Development Management Division, FDOT, DCA <br />and surrounding municipalities, and provide representation <br />at City Commission meetings. <br />Weston Road /Arvida Parkway Interim Signal Re- <br />timing, City of Weston <br />Performed data collection and computerized signal timing <br />analysis to improve operations at this major over - capacity <br />intersection. Failed vehicle detection (inductive loops) <br />were first identified in the field which were quickly replaced <br />by microwave detection. After microwave detection was <br />installed, revised initial timing parameters were loaded in <br />the field. After a series of field observations, a revised set <br />of max green time parameters were implemented for peak <br />hour and remaining all -day conditions. Several days of <br />field observations and adjustments were performed until <br />satisfactory operations were established for all intersection <br />approaches. <br />Broward County Buildout Model, FDOT District Four <br />Served as the project manager for a multi -task project that <br />will develop the model zonal data and transportation <br />network files for the FSUTMS model representing county- <br />wide buildout of the Broward Urban Area. The land use <br />tasks include identification of committed but as -of -yet <br />unbuilt development projects, an evaluation of buildout <br />potential within urban redevelopment areas, evaluation of <br />existing and proposed non - buildable conservation areas, <br />land use plan and zoning considerations, Development of <br />Regional Impact, special generators, schools, TAZ re- <br />structuring, "lifestyle" subvariables and land use trends <br />and quality control checks. Model network tasks include <br />quality control checking of current Year 2020 Cost - <br />Feasible network and network modifications to convert <br />2020 network to represent the Broward Trafficways Plan. <br />The purpose of the model is to assist the Broward County <br />Planning Council and other end users in making regulatory <br />decisions pertaining to amendments to the Broward <br />County Trafficways Plan. <br />Scott S.
