Section 2 <br />WORK PROPOSED <br />Calvin, Giordano & Associates has a proven track record in providing general <br />municipal contract services. We have been performing this function since 1996 for <br />the City of Weston and for the past three years for the City of Marathon by <br />providing these municipalities with all of the services requested by Sunny Isles <br />Beach. We have also been providing services in the various disciplines to a <br />multitude of jurisdictions throughout South Florida. A key component in the <br />delivery of municipal services is that the service provider takes direction from in- <br />house staff and /or the elected officials. A major concern of staff (and elected <br />officials) is that there could be a loss of control. In order for the public officials to <br />maintain control, the private provider must take direction from the public officials <br />and supplement the work of staff. The private provider takes on the role of a staff <br />person to the public entity. It is of utmost importance that the contract provider <br />does not take a lead role unless asked to do so by the public agency. <br />Shelley Eichner will lead the CGA staff and serve as the key overall contact person. <br />She will be the City Manger's counterpart of the CGA side. Specific members of the <br />CGA team will be appointed as managers of their respective disciplines and will <br />work directly with their city counterpart. Communication is one of the most important <br />factors in successfully providing contract services. Depending on the needs and <br />desires of the City, our personnel can attend staff meetings, project coordination <br />meetings, provide written status updates or whatever other methods optimizes the <br />open flow of communication. <br />Another key benefit to privatization is that the public organization does not have to <br />deal with fluctuations in workload or other personnel issues. The private provider <br />can utilize more or less personnel to meet changing demands. Additionally, the <br />public agency does not have to worry when personnel resign or retire from a posi- <br />tion since the private provider is the one to ensure that adequate staffing is in place <br />at all times. The organizational chart included in this section lists all the CGA <br />personnel that will be assigned to the City of Sunny Isles Beach. These individuals <br />form the core group dedicated to the City. Additional staff members will assist this <br />group as the situation and workloads warrant. At no time will there be a lapse in <br />service due to vacation, illness or resignation. We will provide ample staff to assist <br />the City. <br />Calvin, Giordano & Associates will be responsible for processing all permits, <br />commercial and residential, including engineering and tree removal /relocation. <br />The permits will be reviewed for compliance with submittal requirements and the <br />municipal code. All tracking and reporting of permit information, such as sub- <br />mittals, approvals, close -outs and inspections will be conducted by the permits <br />office. The permits office will maintain close coordination and integration with the <br />local building department and other agencies, including drainage and water <br />management districts, for both permitting and inspection activity. <br />Section 2 Page I <br />Sunny Isles Beach <br />Request for Qualifications - General Municipal Contract Services <br />December 20, 2002 <br />
