Section 2 WORK PROPOSED Calvin, Giordano & Associates has a proven track record in providing general municipal contract services. We have been performing this function since 1996 for the City of Weston and for the past three years for the City of Marathon by providing these municipalities with all of the services requested by Sunny Isles Beach. We have also been providing services in the various disciplines to a multitude of jurisdictions throughout South Florida. A key component in the delivery of municipal services is that the service provider takes direction from in- house staff and /or the elected officials. A major concern of staff (and elected officials) is that there could be a loss of control. In order for the public officials to maintain control, the private provider must take direction from the public officials and supplement the work of staff. The private provider takes on the role of a staff person to the public entity. It is of utmost importance that the contract provider does not take a lead role unless asked to do so by the public agency. Shelley Eichner will lead the CGA staff and serve as the key overall contact person. She will be the City Manger's counterpart of the CGA side. Specific members of the CGA team will be appointed as managers of their respective disciplines and will work directly with their city counterpart. Communication is one of the most important factors in successfully providing contract services. Depending on the needs and desires of the City, our personnel can attend staff meetings, project coordination meetings, provide written status updates or whatever other methods optimizes the open flow of communication. Another key benefit to privatization is that the public organization does not have to deal with fluctuations in workload or other personnel issues. The private provider can utilize more or less personnel to meet changing demands. Additionally, the public agency does not have to worry when personnel resign or retire from a posi- tion since the private provider is the one to ensure that adequate staffing is in place at all times. The organizational chart included in this section lists all the CGA personnel that will be assigned to the City of Sunny Isles Beach. These individuals form the core group dedicated to the City. Additional staff members will assist this group as the situation and workloads warrant. At no time will there be a lapse in service due to vacation, illness or resignation. We will provide ample staff to assist the City. Calvin, Giordano & Associates will be responsible for processing all permits, commercial and residential, including engineering and tree removal /relocation. The permits will be reviewed for compliance with submittal requirements and the municipal code. All tracking and reporting of permit information, such as sub- mittals, approvals, close -outs and inspections will be conducted by the permits office. The permits office will maintain close coordination and integration with the local building department and other agencies, including drainage and water management districts, for both permitting and inspection activity.
