<br />9.3.1. Authority and Duties of Resident Project Representative: A Resident Project
<br />' Representative employed by the ENGINEER shall be authorized to observe all work
<br />done and all material fumished. Such observation may extend to all or any part of the
<br />work and to the preparation, fabrication, or manufacture of the materials to be used. A
<br />Resident Project Representative is not authorized to revoke, alter, or waive any
<br />provision of the contract. The Resident Project Representative is not authorized to issue
<br />instructions contrary to the Drawings and Specifications or to act as foreman for the
<br />CONTRACTOR.
