Category 6 Cabling System City of Sunny Isles Beach <br />Request for Proposal Confidential and Proprietary <br />1 INTRODUCTION <br />1.1 GENERAL BACKGROUND <br />This document is issued as a Request for Proposal ( "RFP ") for the supply and installation of a <br />structured telecommunications cabling system for the Sunny Isles Beach Government Center. <br />The structured cabling system will support voice, data, and imaging applications within the facility <br />located at 18070 Collins Avenue, Sunny Isles Beach, FL 33160. <br />This document describes the system requirements to be met in the proposals of the <br />telecommunications cabling vendors to secure under contract all materials, design engineering, <br />installation, and supervision and training services for the structured cabling system. <br />1.2 TERMS AND CONDITIONS OF BIDS <br />This is an invitation to submit a bid based on the materials, systems and equipment described in this <br />document. <br />All bids must be submitted in accordance with the specifications and information contained herein, as <br />well as with any addenda, if required, issued by the purchaser. <br />It is the intent of the Drawings and Specifications to provide a complete workable telecommunication <br />cabling system ready for the Owner's use. Any item not specifically shown on the Drawings or called <br />for in the Specification, but normally required for a complete system, are to be considered a part of the <br />contract. <br />Consideration other than cost alone will be used in making the determination of the successful <br />contractor. These factors will include financial stability, availability, design support, project <br />management and field supervision. <br />The Manufacturers and Products specified in the document are to be used. No substitutions of <br />components specifically referenced will be allowed, without prior written customer consent after <br />submittal review. <br />The City reserves the right in it's sole and absolute discretion to reject any and all qualifiers, to cancel <br />and /or withdraw the RFP at any time. <br />The City reserves the right to award any contract to any respondee which it deems to offer the best <br />overall service and be the most responsible responsive bidder, thereby the City is not bound to award <br />any contract based solely on the lowest quoted price and no contract is created until it is signed with <br />the approval of the City Commission. The City, in it's sole and absolute discretion, also reserves the <br />right to negotiate separately with competing firms as it deems to be in the best interest of the City and <br />as permitted by law. <br />If only one responsive qualifier for commodity or contractual service is received, in response to the <br />solicitation, an award may be made to the single qualifier, if the City Manager finds the price submitted <br />is fair and reasonable, and that other prospective bidders had reasonable opportunity to respond, or <br />there is not adequate time for re- solicitation. Further, the City Manager reserves the right, if it is in the <br />best interests of the City,to negotiate with the sole bidder for the best terms, conditions, and price. <br />The City Manager shall document the reasons that such action is in the best interests of the City. <br />Otherwise, the qualification may be rejected and: <br />■ New qualifiers may be solicited; and /or <br />■ The sole qualifier may be rejected. <br />The respondee is responsible for paying any and all taxes associated with the agreement. <br />Section 287.133, Florida Statutes, provides that a person or affiliate, as defined in that section, who <br />has been placed on the convicted vendor list following the conviction for a public entity crime may not <br />submit a bid on a contract with a public entity for any contract for construction or repair of a public <br />building or a public work, may not submit bids on leases of real property to a public entity, may not be <br />awarded to perform work as a contractor, supplier, subcontractor, or consultant under a contract with <br />any public entity, and may not transact business with any public entity in excess of the threshold of the <br />amount provided in section 287.017 for CATEGORY TWO ($25,000) for a period of 36 months from <br />the date of being placed on the convicted vendor list. Any such person or affiliate convicted of a <br />public entity crime shall provide written notice of such conviction. <br />
