PART TWO: SPECIAL INSTRUCTIONS TO RESPONDENTS <br /> 2.1. DEFINITIONS <br /> The definitions found in Part Three of the ITN shall apply to this Part Two. <br /> 2.2. ORDER OF PRECEDENCE <br /> 2.2.1. Respondents are encouraged to carefully review all materials contained herein and <br /> prepare Responses accordingly. In the event any conflict exists between the Special and <br /> General Instructions, the Special Instructions shall prevail. In the event any conflict exists <br /> between the Special and General Conditions, the Special Conditions shall prevail. <br /> 2.2.2. All Responses are subject to the terms of the following sections of this ITN which, in <br /> case of conflict, shall have the order of precedence listed: <br /> a) ITN Amendments or Addenda (see Section 2.7) <br /> b) Introduction <br /> c) Statement of Work and Technical Specifications <br /> d) Special Conditions <br /> e) Special Instructions <br /> f) General Contract Conditions (PUR 1000) <br /> g) General Instruction to Respondents (PUR 1001) <br /> h) Respondent's Response <br /> 2.3. WHO MAY RESPOND <br /> 2.3.1. Each Respondent must be authorized to conduct business with the State of Florida, meet <br /> the Technical Requirements, and possess the experience and personnel resources to <br /> provide the service described in this ITN. <br /> 2.3.2. The Department retains the right to request additional information pertaining to the <br /> Respondent's ability and qualifications to accomplish all services described in this ITN as <br /> deemed necessary during the ITN or after contract award. <br /> 2.4. MYFLORIDAMARKETPLACE OVERVIEW <br /> 2.4.1. The Department uses the MyFloridaMarketPlace system (the System) to receive <br /> Responses electronically, through the MyFloridaMarketPlace Sourcing tool. <br /> 2.4.2. MyFloridaMarketPlace Sourcing Tool Tips: When working in the Sourcing tool, be <br /> aware of the twenty minute time-out function in the tool. This means that you should save <br /> your work (click the SAVE button) at intervals of less than twenty minutes to ensure your <br /> entries since you last saved are not lost. <br /> 2.4.3. Please note that clicking the SAVE button within the Sourcing tool only saves your ITN <br /> Responses. The SAVE button does not transmit your ITN response to the State. In order <br /> to transmit your ITN response to the State, you must click the SUBMIT button on the <br /> SUMMARY page of the ITN response. <br /> 2.4.4. After clicking the SUBMIT button, it is the Respondent's responsibility to check any <br /> submitted response within the Sourcing tool to verify that the response is accurately and <br /> completely captured within the Sourcing tool. Respondents must do this while there is <br /> sufficient time remaining in the Solicitation period so that if you discover an error, you <br /> will have time remaining to submit a revised response. <br /> 2.4.5.
