<br />RESOLUTION NO. 2010- ~,,~ '7 <br /> <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT FOR <br />THE FLORIDA DEPARTMENT OF TRANSPORTATION'S SOUTH <br />FLORIDA EAST COAST CORRIDOR STUDY FOR TRANSIT <br />SERVICE BETWEEN MIAMI AND JUPITER, TO ENHANCE <br />MOBILITY IN THE SOUTHEAST FLORIDA REGION; ENDORSING <br />REGIONAL RAIL AS THE BASIS FOR A LOCALLY PREFERRED <br />ALTERNATIVE; AND ACKNOWLEDGING POTENTIAL STATION <br />LOCATIONS; DIRECTING THE CITY CLERK TO TRANSMIT A <br />COPY OF THIS RESOLUTION TO THE AGENCIES AS STATED <br />HEREIN; PROVIDING THE CITY MANAGER TO DO ALL THINGS <br />NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING <br />FOR AN EFFECTIVE DATE. <br /> <br />WHEREAS, the Florida East Coast ("FEC") Railway corridor was historically operated as <br />a passenger rail line along Florida's east coast, traversing the Southeast Florida Region; and <br /> <br />WHEREAS, cities on Florida's east coast developed around train stations long the FEC <br />railroad; and <br /> <br />WHEREAS, the public policy, "Eastward Ho", developed by the Governor's Commission <br />for a Sustainable South Florida, provides guidance for improving the quality of life and managing <br />growth including the redevelopment of eastern Miami-Dade, Broward and Palm Beach Counties; <br />and <br /> <br />WHEREAS, the 2006 Florida Rail Plan identifies passenger transit along the FEC Railway <br />corridor as a potential "Coastal Route" for new passenger rail service in Florida; and <br /> <br />WHEREAS, the 2008 South Florida Regional Transportation Authority Strategic Regional <br />Transit Plan, outlined transit corridor expansion alternatives including the FEC Railway Corridor; <br />and <br /> <br />WHEREAS, modern cities along Florida's east coast are currently implementing programs <br />to redevelop historic downtowns with land use changes that encourage Transit Oriented <br />Development centered around train stations; and <br /> <br />WHEREAS, South Florida's highway capacity, especially its north-south arteries, are <br />already operating beyond their capacity, while the population is expected to increase 50% by the <br />year 2030; and <br /> <br />WHEREAS, the reduction of Vehicle Miles Traveled would reduce fuel consumption and <br />the amounts of pollutants emitted in the Southeast Florida Region; and <br />
