LJ ' SUMMARY OF QUALIFICATIONS Ms. Lee has 14 years of experience and heads up CGA's Environmental Planning ' Department coordinating permitting, mitigation, and compliance monitoring of projects impacting environmentally sensitive lands. Prior to joining CGA, Ms. Lee was a Biologist with the Growth Management Division of Monroe County. During the three years that CGA pro- vided planning and zoning services for the newly incorporated City of Marathon, she was responsible for all of the City's environmental planning and subsequently for the full range of planning services. During this 3 -year period, she lived full -time in the Florida Keys becoming very familiar with the environmental sensitivities regarding the flora, fauna, and land as well as the special governmental programs governing and protecting the 160 -mile string of coral islands that make up the Keys, a designated area of critical State concern. Ms. Lee worked closely with Marathon's Administration, Code Compliance and Building Department to provide seamless, efficient services to the community. She also reviewed and processed all applications for commercial and residential development, implemented the local "Rate of Growth" residential allocation system, reviewed and processed all specialized planning functions such as variances, conditional uses, FLUM, zoning and text amendments; and prepared all necessary staff reports and public notices. Ms. Lee was also an integral part of the development of the Comprehensive Plan for the City. In general, Ms. Lee: • Prepares application packages to obtain all required environmental resource permits • Develops Wetland Mitigation Options with an Opinion of Probable Cost • Produces wetland delineations and wetland functionality assessments • Submits compliance monitoring reports • Conducts habitat assessments and inventories; vegetation surveys and on -site flagging; invasive exotic vegetation monitoring and reporting services • Tree mitigation services • Manages wildlife habitat assessments; wildlife monitoring and reporting services ' Coordinates interagency and multi - disciplinary team efforts • Prepares comprehensive plan amendments and land development code amendments ' Processes variances, conditional uses and Transfer of Development Rights • Administers "Rate of Growth" building permit allocation system to limit residential development ' • Reviews site plans and develops comprehensive plans • Designs landscape plans and provides landscape installation inspection services ' PROJECT EXPERIENCE Berman Park Preserve Mitigation Area, Davie, Florida.
