LJ <br />' SUMMARY OF QUALIFICATIONS <br />Ms. Lee has 14 years of experience and heads up CGA's Environmental Planning <br />' Department coordinating permitting, mitigation, and compliance monitoring of projects <br />impacting environmentally sensitive lands. Prior to joining CGA, Ms. Lee was a Biologist with <br />the Growth Management Division of Monroe County. During the three years that CGA pro- <br />vided planning and zoning services for the newly incorporated City of Marathon, she was <br />responsible for all of the City's environmental planning and subsequently for the full range of <br />planning services. During this 3 -year period, she lived full -time in the Florida Keys becoming <br />very familiar with the environmental sensitivities regarding the flora, fauna, and land as well <br />as the special governmental programs governing and protecting the 160 -mile string of coral <br />islands that make up the Keys, a designated area of critical State concern. Ms. Lee worked <br />closely with Marathon's Administration, Code Compliance and Building Department to <br />provide seamless, efficient services to the community. She also reviewed and processed all <br />applications for commercial and residential development, implemented the local "Rate of <br />Growth" residential allocation system, reviewed and processed all specialized planning <br />functions such as variances, conditional uses, FLUM, zoning and text amendments; and <br />prepared all necessary staff reports and public notices. Ms. Lee was also an integral part of <br />the development of the Comprehensive Plan for the City. In general, Ms. Lee: <br />• Prepares application packages to obtain all required environmental resource permits <br />• Develops Wetland Mitigation Options with an Opinion of Probable Cost <br />• Produces wetland delineations and wetland functionality assessments <br />• Submits compliance monitoring reports <br />• Conducts habitat assessments and inventories; vegetation surveys and on -site <br />flagging; invasive exotic vegetation monitoring and reporting services <br />• Tree mitigation services <br />• Manages wildlife habitat assessments; wildlife monitoring and reporting services <br />' Coordinates interagency and multi - disciplinary team efforts <br />• Prepares comprehensive plan amendments and land development code amendments <br />' Processes variances, conditional uses and Transfer of Development Rights <br />• Administers "Rate of Growth" building permit allocation system to limit residential <br />development <br />' • Reviews site plans and develops comprehensive plans <br />• Designs landscape plans and provides landscape installation inspection services <br />' PROJECT EXPERIENCE <br />Berman Park Preserve Mitigation Area, Davie, Florida. Created diverse upland and <br />wetland habitat beneficial to wetland- dependent wildlife.
